Vitalie Czine, chairman of the nongovernmental organization “Genavavita”, which defends the rights of detainees and former detainees, said the prisoner of Penitentiary No. 2 of Lipcani, who spoke about the poor detention conditions at the prison and revealed that criminal authorities cultivate hemp and prepare drugs there with the consent of the jail’s administration, is being maltreated.
In a news conference at IPN, Vitalie Czine said that detainee Alexandru Raileanu was beaten by the escort of the Ministry of Justice when he was being transferred from Penitentiary No. 2 of Lipcani to the Balti Penitentiary. To escape maltreatment, he mutilated himself with a lamp and told his wife about this over the phone. The doctors in Balti ascertained that the detainee was beaten and his wife filed a complaint to the Prosecutor’s Office for Organized Crime and Special Cases.
According to Vitalie Czine, shortly after Alexandru Raileanu was maltreated, an inebriated man who is related to the director of the Lipcani Penitentiary entered the house of Raileanu and insulted his wife. The woman complained to the police and the next day the man apologized.
The chairman of “Genavavita” also said that Alexandru Raileanu is held in appalling conditions. He asked the Department of Penitentiary Institutions to transfer him from Balti to Chisinau.
The Department of Penitentiary Institutions announced that it launched an internal inquiry following the publication of information about the cultivation of hemp at the prison in Lipcani. Vitalie Czine doubts that such an inquiry was opened. He said he was contacted by no one to provide details or evidence in this case.
