CPRM and PCDP factions in CMC blamed of promoting group interests

Several Councilors of the Chisinau Municipal Council (CMC) abandoned on Tuesday, June 20, the CMC meeting room as a protest against, what they called, promoting group interests by the factions of the Communists’ Party (CPRM) and of the Peoples’ Christian-Democratic Party to the prejudice of the public interest.
The councilors expressed in this way their disapproval regarding the decision adopted due to the vote of the mentioned-above factions, on attributing without auction a plot with an area of 32 ha to an economic agent from Chisinau. The communist and Christian-democrat councilors justified their actions by the fact that the project was examined in the specialized commissions of CMC. They voted despite the arguments presented by the representative of the Government and the independent councilor Mihai Severovan, according to whom attributing the plot without a prior auction is illegal.
Solicited by Info-Prim Neo, Mihai Severovan said that approving this kind of decisions proves clearly the group interests of CPRM and PCDP and prejudice of the community’s interests.
The Municipal Councilor, Igor Crapivca also considers as illegal the decision supported by the CPRM and PCDP factions, which if combined, have the necessary votes for approving any decision. He considers that those two factions undertake attempts to substitute the whole Council as a local public authority, and this is the reason why they feel free to avoid the stances of other councilors.
Crapivca also sees the corporative interests of those two factions, considering inadmissible placing these interests above the interests of Chisinau’s inhabitants. “Even if the CPRM and PCDP faction wanted to facilitate plot’s attributing to someone, anyway the draft decision should have been re-examined and found legal ways to solve the situation”.
The Councilor of “Moldova Noastra” Alliance (MNA), Oleg Cernei states that an unhealthy practice of attributing lands without auctions was instituted in CMC. He considers, that auctions, could bring to the municipal budget millions of lei, not only several thousands.
As a result of the intense disputes on the issue and after a pause, CMC voted, at the initiative of CPRM, the decision’s abrogation. Several councilors and specialist in local public administration consider illegal voting twice the same issue at the same meeting, procedure prohibited by the legislation in force.
