Cornel Ciurea: In state of emergency, role of parliamentarianism should be limited drastically

The Prime Minister has the chance to return to Moldova’s Parliament to assume again responsibility for the package of laws that was declared unconstitutional by the Constitutional Court, political commentator Cornel Ciurea opined in a public debate entitled “Pandemic and Politics, barriers and chances of consensus” that was staged by IPN News Agency.

“The Constitutional Court reproached Parliament for not ensuring a quorum the day the Government was to assume responsibility before it. This is not a drama and the situation can actually repeat in the conditions required by the Constitutional Court, even if there is the opinion that a quorum wasn’t mandatory, and I share this opinion. By the absence of a quorum, Parliament showed it attitude to this assumption of responsibility. The CC considers the opposition should have been offered the chance of submitting a no-confidence motion. Therefore, the sitting should have taken place with a quorum. But the CC didn’t reproach the Government and considered that this acted correctly as it came to Parliament and was ready to present the given package,” noted Cornel Ciurea.

He made reference to public opinions that the Government restricts the Parliament’s right to monitor the way in which it manages the crisis.

“I think the Government has this right as the role of parliamentarianism in emergency situations should be limited drastically. But the opposition does not accept this and their arguments are clear,” he stated.
