Fiodor Negru, an independent candidate for the post of municipal councilor in Chisinau, said the independent candidates and the candidates put forward by political parties do not enjoy equal conditions. The requirements for independents are stricter and harder to meet.
In a news conference staged by IPN, Fiodor Negru said there are parties that announced that they have three party members, but they submitted lists with about 30 persons for posts of member of the Chisinau Municipal Council or of councils of territorial units of the second level which form part of the municipality of Chisinau. “To be registered, I collected 300 signatures and Chisinau District Electoral Council No. 1 accepted 284 of these signatures. To be registered, I was to present 255 signatures. No party has so many members as the number of candidates they fielded for the Chisinau Municipal Council, the councils of villages that form part of the municipality of Chisinau, for the Balti Municipal Council and the district councils,” stated Fiodor Negru.
The independent candidate for councilor in Chisinau noted that he met with difficulties when he wanted to order electoral brochures.
Fiodor Negru called on the responsible institutions to review the legislation so that the candidates proposed by parties and the independent candidates enjoy equal conditions. He said that today the parties are registered in the election campaign with only the minutes of the party’s meeting with a stamp and with the signature of the party’s leader. The list of candidates is later registered with the CEC. For their part, the independent candidates have to go and collect signatures and these signatures are later verified. Some of the signatures are not accepted for unjustified reasons. All these things discourage the people from running as independents.
