The authorities must take action in order to stop the illegalities identified by the Court of Audits in Chisinau’s suburban commune of Budești. In a press conference, Igor Blanari, the lawyer of the Legal Consultancy Company Juststudiumanima, said that state authorities were not notified of loses worth 100 million lei identified by an audit conducted at the town hall.
Igor Blanari said that the Court of Audits report identified several illegalities. "The town hall of Budești did not implement the financial management and control system and did not issue the good governance declaration for 2017. The audit team separately exposed some deficiencies and non-compliances registered in the report", said Igor Blanaru. The lawyer explained that the opinion is based on the inaccuracies showed in the report, expressed by the reduction of fixed assets and their wear, as well as the under-valuation of land.
The Court of Audits only notified the local council and the Budești town hall, but did not notify state authorities. "Because state authorities were not notified, we observed in the Budești community an interference in the management of local assets and the promotion of private interests", said the lawyer.
Igor Blanari said that local authorities in Budești do not serve the citizens, pursuing personal interests and promoting their image instead. "If law enforcement authorities do not react on their own, then consider this conference an appeal to them to intervene and defend the assets of the local public administration".
The lawyer highlighted that the citizens of the commune notified the authorities via formal letters, public discussions and round tables, yet the authorities did not react. "We believe that this appeal will pressure the public authorities to take action and stop the illegalities".
