Computerised programs to access Population State List will be used to make the electoral lists for local elections 2007

Local public administrations and electoral commissions of the territory will have the possibility to access the information of Population State List to optimise the electoral lists local elections of 2007. During the Tuesday meeting, 28 February, of the leadership of the Central Electoral Commission (CEC) with the secretaries of local councils, it was agreed, a the request of electoral circumscription commissions, to install computerised programs to access information regarding the record of citizens with right to vote. The head of the General Information Resources Management within the Ministry of Informational Development (MDI), Vasile Ciornai, mentioned that to install an access program it should be concluded a contract, where are stipulated the legal provisions according to which the persons responsible will have the access right, as well as the information volume possible to access. There will be set as well the norms regarding the information confidentiality, its use only in work purpose etc. The access program will be foreseen for 24 hours, 7 days a week and the whole year. Ciornai mentioned that the Population State List in electronic version was created in1995. Information Access Programs of the list existed in many versions, starting that year. Bun, since 2001, there were installed other type of programs at those15 Consulates of Moldova, being facilitated person’s identification, for example, in case loosing the passport. Since 2005, the access programs also were installed in the offices of the district of municipality Chisinau for the activity of electoral authorities while the local elections for position of mayor of municipality Chisinau. The head of General Population Documentation within MDI, Grigori, Iovu, announced that very soon the lists of persons who do not have an identity would be transmitted in the regions. Those electors, according to him, represent about 7% of the total number of persons included in electoral lists. They participate at the elections with the old passport of Soviet type, certificate nr. 9, or special passports of Soviet type, issued for unlimited term for those, of religious reasons, who did not want to have an identity card. In this context, CEC secretary Iurie Ciocan mentioned that these persons should be announced through different ways, in order to make them to get an identity card. He proposed that, depending on the results of discussions, to present to the government a draft decision stipulating, in case of these persons, to decrease the price of identity cards, with the aim to ensure the qualitative representation in elections.
