Following the enactment of the Concept on the co-operation between civil society and Parliament, the former gives headaches to the latter. “There are many inquisitive persons who telephone, ask questions, and bother with proposals referring to the bills published. It’s not at all easy”, Communist MP Victor Stepaniuc told a roundtable meeting. In his words, the practice of posting minutes of the legislature’s sittings and bills on Parliament’s website represents a sign of great openness, rather uncommon in other countries. “Perhaps we have gone farther than necessary in making this concession”, the Communist MP said. At the same time, Stepaniuc saluted the civil society for its expert advice. The Concept on the co-operation between civil society and Parliament was adopted on 29 December 2005 at the proposal of Speaker Marian Lupu.
