CMC sitting’s agenda undergoes modifications

The agenda of the Thursday’s extraordinary session from November 2 of the Chisinau Municipal Council (CMC) underwent two more modifications, the councilors accusing the civil servants of the City Hall of not knowing how to prepare the sessions.
From the start the independent councilor Igor Crapivca proposed to exclude from the agenda the issue concerning the amendment to the CMC’s decision regarding a credit offered to “Apa-Canal Chisinau” JSC (ACC), claiming the illegality of the amendment. Then the independent councilor Mihai Severovan suggested to exclude another item related to the current financial condition of ACC. In the end, the councilors decided to frame an informative note and a common draft decision for the both items.
Another proposal to exclude the issue on offering into tenancy a number of estates to the Invalids’ Society came from the communist councilor Serghei Novic, who requested from the City Hall’s leadership information regarding the organizations evacuated from these buildings.
In this respect, councilor Crapivca asked for information on the number of offices that belong to the Invalids’ Society and their addresses. Following long-lasting debates, the councilors agreed to examine this issue at the end of the sitting, short after the items related to the ACC.
The proposal of the councilor of the “Moldova Noastra” Alliance faction, Oleg Cernei aroused argues. Cernei sought to exclude from the agenda the issue concerning a plot of 2 ha, on Ciocarliei Street, offered for sale for 4.5 mln lei to “Moldconstructmarket” Ltd, managed by Oleg Voronin. Cernei has revolted against the fact the land is sold very cheaply to the President’s son, as long as the same meeting agenda listed a plot of only 13 ar offered for sale for 4 mln lei to another enterpriser. Cernei stated that all the City Hall’s proposals to sell or to lease out plots must be thoroughly examined, being disputed and often illegal. All the councilors have voted to exclude this issue from the agenda, but the communist faction and councilor Ion Paladi, who abstained.
