Cleanup tax, reason for dispute in Chisinau Municipal Council

The PAS representatives on the Chisinau Municipal Council demand to annul the cleanup tax that became mandatory for the inhabitants of the municipality of Chisinau. According to PAS councilor Roman Cojuhari, the new tax is an additional burden for the citizens of the capital city and the money collected from this tax will be used by the administration of Ion Ceban for electoral projects. For his part, the adviser to the mayor general Vladimir Mitru said the cleanup tax is stipulated in the new Tax Code that was adopted by Parliament and it will contribute to ensuring cleanness in the city, IPN reports.

In the municipality of Chisinau, notices to pay the cleanup tax were received by over 400,000 persons. Pensioners, children under 18, persons with childhood disabilities, severe and accentuated disabilities (I and II degrees) and the participants in the war for defending Moldova’s territorial integrity and independence, in the Afghan war and the Chernobyl cleanup are exempted from paying this tax.

“The cleanup tax is stipulated in the Tax Code and is a mandatory local tax. The money collected from this tax is used to clean the city, to remove snow from the streets in winter and to sweep and wash the streets, parks and squares in summer. Investments are also made in garbage bins and the persons who are directly involved in the cleaning process in the city are paid salaries with this money. This tax is applied everywhere in the world, in all the cities. A sum of 30-40 million lei is collected into the municipal budget from this monthly tax of 10 lei. The costs for cleanup now amount to almost 300 million lei,” Vladimir Mitru stated in the program “Common Objective” on TVR Moldova channel.

The PAS group on the CMC registered a draft decision by which they demand to annul the cleanup tax, arguing the inhabitants of Chisinau already pay for waste collection and this tax only doubles the existing tax.

“When this tax was introduced in the Tax Code, its purpose was different. A large part of the aspects for which this tax was thought up are already covered in the municipality of Chisinau. We already pay a cleanup tax. Mayor Ion Ceban and the group of the PSRM in 2022, when the introduction of this tax was approved, practically doubled the tax that is already collected. When it goes to the cleaning of public spaces, we again have a doubling of taxes as each business entity annually pays a territorial development tax for each employee, who also lives in the city. This tax was introduced for the election campaigns of this year, for sidewalks, carpets and flower beds made by Ion Ceban, not for cleanness. The Chisinau Municipal Council can set a zero rate of this tax,” stated Roman Cojuhari.

According to the Local Taxes Collection Division, the cleanup tax for 2022 must be paid by July 31, 2023. This can be done at post offices and commercial banks and through www.mpay.gov.md, by choosing the Fiscal Obligations service.
