Civic initiative group suggests bill to unite Moldovan society

A civic initiative group led by Artur Croitor proposed a bill to unite Moldovan society. “In the structure of the new Constitution, we will work primarily on the modification of the preface whose new variant was already drafted. We will also change the principles of strengthening the state,” Artur Croitor stated in a news conference at IPN.

The author of the proposal said there will be reviewed the chapters that refer to the powers of Parliament, the President and the local authorities. The justice system will enjoy greater independence, but will be under the society’s scrutiny.

Artur Croitor noted that after 30 years of independence, the Republic of Moldova does not have what to be proud of. It was a period of lost opportunities during which the country experienced crisis after crisis. “Independence came unexpectedly and the first MPs admitted that they adopted the Constitution in a hurry,” he stated, noting that in the current variant, the country’s Constitution does not ensure effective governance. “What we have is a copy of the Constitution of Romania, which, for its part, is a copy of the Constitution of France.”

The leader of the initiative group said now the country is going through an administrative crisis and, if President Maia Sandu manages to overcome it, she will then face difficulties, such as limited powers and lack of verticality of the power. The current Moldovan Constitution includes a lot of imbalances, shortcomings and useless things. The civic initiative group will work on a common national document, a new Constitution. “I think we need a second republic. We consider the Constitution should be drafted by the people and proposals should be formulated by all the social groups,” stated Artur Croitor.

Civic activist Alexei Moldovan, a member of the initiative group, believes that each article of the Constitution should be reviewed. Besides those division criteria, society is also divided by the political principle. The Republic of Moldova, being a very small country, will never reach the planned level, of Switzerland, because the citizens have another mentality. The country’s possibilities enable to reach the level of Estonia at the most.

The member of the civic initiative group said they are ready to have consultations on the document. Those who want to contribute are asked to get in touch with the bill authors through the Facebook page of the Constitutional Forum. The authors promise they will present the provisions of the new document in parts and will publish them for being discussed with the citizens.
