City hall demands the right to dismiss block managers

Local authorities of Chisinau intend to suggest the Government to change the legislation in order to obtain the right to dismiss managers of the living space assets who don’t comply with their duties.
The proposal was launched by the interim mayor of Chisinau, Vasile Ursu, at the last ordinary meeting, where the head of General Department for Living Space and Urbanism (DGLCA), Mihail Solcan, reported that the inhabitants of about 800 apartment blocks are deprived of hot water because of managers’ refusal to cooperate with suppliers.
S.A. Termocom manager Dionisie Antocel noted that the legislation has to be changed in such a manner that, not the inhabitants only, but municipality also should have the right to discharge the managers of flat owners associations. He stated that the administration of the municipality needs this right in conditions when nobody controls managers, nobody can bring them to account, and general meetings of flat owners are hardly ever summoned. In this context, Antocel mentioned that at the moment the associations’ chairmen are „like unreachable barons shielded by law”.
The chairman of Chisinau Municipal Council of Private Dwelling Owners Associations (APLP), Oleg Cernei, said that the mayoralty has no right to interfere in the associations’ affairs, since it doesn’t allocate any resources. He mentioned that certain bodies empowered with such rights can check an association if necessary. The legislation in this field is perfect and needs no changes, Cernei added. In his opinion, under proposed changes, the mayoralty wishes to take under control the flat owners associations.
Interim mayor Ursu noted that a new structure of managing living space assets has to be implemented untill the next heating season.
The municipality is examining the possibility to transform municipal enterprises of living space management into owners associations.
