The Chisinau Municipal Council (CMC) must take a political and juridical decision to punish the illegalities committed when reconstructing the Eternity Memorial, says Mihai Roscovan, a former city councilman and the director of the Business Consulting Institute. Roscovan’s statements come ahead of Thursday’s CMC meeting, at which the councilmen are to adopt a decision on a report that revealed numerous irregularities and misuse of public money during the work on the memorial.
The former councilman pointed out that the decision to fund the restoration of the memorial was made by the Communist majority and their allies while in power in the Council, with serious violations of the law, with use of funds destined for other purposes, with unplanned expenses, embezzlement and abuse of authority. All the attempts of the previous Council to unveil the committed illegalities and to take a stance against that decision had failed because the backing was insufficient, says Roscovan.
The current City Council is about two-thirds composed of democrats. Bearing this in mind, becoming informed of these abuses is just not enough. “All the people are just sick of hearing plain facts. It’s now time the Council take a political and juridical stance against it”, Roscovan believes. He suggests that the Council should also set up a specialised committee that would go through the project’s documentation, discover the illegalities and announce the relevant bodies in order to punish the guilty persons. Even though, bearing in mind the present judicial system, it is hard to believe that someone will actually be held accountable, the Council must take a firm action against the committed abuses, ex-councilman Mihai Roscovan concluded.
