Chisinau mayor repeatedly fires Social Assistance chief

The head of the Social Assistance Direction, Eugenia Ceban, has been dismissed again by Chisinau mayor Dorin Chirtoaca. The dismissal ordinance was handed to her on Monday, at the City Hall's staff meeting, Info-Prim Neo reports. The mayor argued his decision by financial mismanagement tracked by the Finances Ministry in the direction conducted by Eugenia Ceban. “Your decision is illegal, because I have never had financial mismanagement,” Eugenia Ceban told the mayor, adding for media “the mister is not competent and could not read barely the document of the Finances Ministry”. “It's mocking and incompetence of a mayor who came to power by accident,” the direction head said. Eugenia Ceban had been previously dismissed on reason she allegedly had discriminated subalterns. Later a Chisinau court re-employed her. The staff meeting has been attended by two Healthcare Direction heads: Mihai Moldovanu, appointed by the mayor, and Galina Buta appointed by the Council, what angered the mayor. “I have a penal dossier for appointing Mr. Moldovanu as a director. You may sue me if you do not agree. There is no legal act allowing the CMC to appoint direction heads. The ones not agreeing with the mayor's ordinances should sue them,” Dorin Chirtoaca said. “I understand we have a duality of power in the Chisinau municipality, and this is going to last at least till the elections. However I tell you I won't accept such a thing and I will use all legal tools I am entitled to by law,” the general mayor said.
