Citizens of the Republic of Moldova must be able to initiate constitutional, consultative and legislative referenda, Members of Parliament all types of referenda, the President only consultative referenda, and the Government both constitutional and consultative referenda, according to a CEC proposal, which was presented today during a video conference held to mark the Global Elections Day.

The Central Electoral Commission proposes that referenda for dismissing the President should be held no earlier than 60 days from the day it’s decided to held one.

In the case of local referenda for dismissing mayors, the CEC will have the authority to verify subscription lists and adopt decisions to initiate them. At present subscription lists are verified by the courts.

The CEC also proposes that referenda for removing mayors could be initiated after the expiry of two years from his or her taking office or from the date of the previous such referendum for the same mayor. Removing a mayor by a referendum will not be possible within the final year of his or her current term.
