President of the Central Election Commission Alina Russu on November 12 had a meeting with representatives of the international observation mission of the Commonwealth of Independent States. Alina Russu said that as the voter turnout could be followed online, the preliminary election outcome will be made public towards the end of November 13, IPN reports.
Asked by members of the international observation mission about the students who cannot vote where they study, Alina Russu said these could vote in education institutions only in the parliamentary elections and the problem is that the students weren’t sufficiently informed about the possibilities of voting at the place of stay. Under the Election Code, the right to vote can be exercised in the settlement where the voter has the permanent domicile or residence visa. Most of the students who stay in dorms do not have a residence visa. For the presidential runoff vote, the CEC requested the managers of education institutions to facilitate voting for students. Some of the managers expressed readiness to order not to record the absences of students who will travel to the native place to vote and will be late for lectures on November 14.
Alexey Sergeev, Secretary General of the Council of the CIS Interparliamentary Assembly, said voting on November 13 will be monitored by 51 observers from seven states. He said they are satisfied with the conduct of the first round of voting and with the cooperation with the CEC. He voiced hope that the CEC will show the same receptivity during the runoff. As to the rise in the number of ballots for a part of the polling places, including the 30 intended for Transnistrian voters, Alexey Sergeev said the authorities took measures to ensure the right to vote of all the people.
The mission’s coordinator Akramsho Felaliev said the CEC worked professionally throughout the election period. Some of the problems identified by observers in the period will be announced later and they hope the suggestions will be useful. In the presidential runoff on November 13, the mission’s observers will oversee the voting process at polling places abroad as well.
