The IPN news agency has identified some of the problems of Chisinau municipality and asked the candidates for the position of capital’s mayor how they intend to solve them.
Lilia Ranogaeț, candidate of the National Liberal Party, says that the main cause of the dirt and clutter in Chisinau is the way of applying the general legislative framework, which has not undergone changes in the last 30 years. According to the candidate, the solution for efficient sanitation resides in the fully mechanized cleaning services, the use of liquid solutions for snow removal and the modernization of the sanitation equipment in general.
The PNL candidate believes that the lack of proper household waste disposal is not only an ecological and social problem, but also an economic one. Lilia Ranogaeț maintains that there are technologies, but investments are needed to develop the required infrastructure for the collection, storage and recycling of waste.
For biodegradable waste, incineration and mechanical-biological treatment such as composting constitute the right solution, specifies Lilia Ranogaeț, however, pleading for the selection, recycling and recovery of waste.
The PNL candidate thinks that the tariffs for waste collection and transportation are relatively fair and a careful analysis is needed to estimate the price paid for this service by the citizens and how much it should be compensated from the budget in order to maintain an efficient system.
Alexandru Fetescu, candidate of the Liberal Democratic Party of Moldova, says that the capital cleanliness seems satisfactory until the first storm, heavy rain, unexpected snow or other natural calamity.
The candidate mentions that several institutions are responsible for sanitation in Chisinau municipality, but each of them administrates its own sector. According to Alexandru Fetescu, the lack of communication and coordination of the activities of these institutions is more than obvious, and a reliable solution to this problem would be the creation by merger of an entity responsible for sanitation in Chisinau, which could intervene quickly and efficiently if needed, using all its staff and equipment.
The PLDM candidate says that the storage and collection of household waste is a big problem not only in the capital, but also in the settlements and district centres. In this regard, Alexandru Fetescu argues that it is necessary to intervene by opening several collection points for glass, paper, plastic and metal in order to reduce their share in the total household waste. Another solution suggested by the PLDM candidate is the use of underground waste containers.
As regards the sanitation fees, Alexandru Fetescu has mentioned that at the moment this is a subject of maximum social sensitivity. That is why the PNL candidate believes that it should be analysed, revised and economically substantiated, so that there is no perception of unfairness.
Asked about this subject, the Liberal Party candidate Dorin Chirtoaca did not reply.
