The phenomenon of migration for the purpose of finding a job is a common phenomenon and the challenge of the EURES network is to transform this phenomenon into a legal process that is mutually beneficial to employees and employers, Camelia Mihalcea, national coordinator of the EURES-Romania Network, stated in a public debate titled “Romania-Republic of Moldova, joint efforts in reforming the labor market”. According to her, EURES is a network of public employment services designed to facilitate employment.
Launched in 1994, the European Employment Services Network (EURES) operates the European Job Mobility Portal that enables workers to search for jobs anywhere in the European Union. The platform transforms the migration for work purposes into a legal phenomenon.
“The phenomenon of free movement exists, even now that the Republic of Moldova is not a member of the European Union. Romania is a member of the European Union and even more so this right has been used by job seekers. Labor migration is a phenomenon that exists. What we can do as public institutions and the EURES network is to make this phenomenon a legal one, for the benefit of jobseekers outside the borders of their own country and the national employers. Job vacancies in Romania, once we are in the EURES network, are replicated daily on the European EURES portal, thus becoming visible and entering the mediation process at European level. Any European citizen can apply for these vacancies, and any citizen of the Republic of Moldova, for example, sees them even if they are anywhere in the European space and can apply directly for a job,” said the national coordinator of EURES-Romania.
According to Camelia Mihalcea, the main objectives of EURES are to inform and advise potential workers on employment opportunities, as well as on living and working conditions. EURES also assists employers who want to recruit workers from other countries and provides advice to employees.
“Through the EURES network, we bring these services to the benefit of workers and employers, making their offers much more visible at European level. At the same time, a worker who goes through the EURES network to another member state enjoys the constant support and assistance of the network. They can use the services of EURES Advisers in Romania, but they can also call EURES Advisers in the destination country. They can ask for any kind of help from EURES Advisers. The EURES network can help people in various difficulties together with other national institutions. We can notify EURES in the country of destination or other institutions that can support the Romanian worker who is in another state. We can notify the Labor Inspectorate or any other entity that can provide the worker with the necessary support. Our services are completely free for job seekers,” explained Camelia Mihalcea.
The national coordinator of EURES-Romania explained that all the vacancies found on the EURES platform are legal and are checked by the responsible entities.
“All vacancies abroad, which we promote in Romania for Romanian citizens, are checked by the public services of the respective states. The job offer, which is on the EURES portal, is the job offer from the databases of public employment services or of the EURES partners,” said Camelia Mihalcea.
The public debate entitled “Romania-Republic of Moldova, joint efforts in reforming the labor market” was the eleventh installment of the “Double integration through cooperation and information. Continuity” project funded by the Department for Relations with the Republic of Moldova.
