Three years after the International Children’s Day celebrated on June 1 was included in the Parliament Decision on commemorative days, public holidays and nonworking days in Moldova, the Labor Code hasn’t been yet modified to stipulate this day as a nonworking day. In a repose to an inquiry made by IPN, the Government said the nonworking days are enumerated in Article 111 of the Labor Code and June 1 is not among these. After Parliament adopted the given amendments, the Government annually approved a decision by which it declared June 1 a day off for which the public sector employees worked on another day. This year such a decision wasn’t approved as June 1 falls on a Saturday when most of the public sector employees do not work.

The leader of the Democratic Party Vlad Plahotniuc said he feels fine and is in the best form ever. “I heard (…) disgraceful speculations made by so-called politicians who are profoundly frustrated in a chronic form already(…). I want to tell those politicians the following: don’t make a fuss and don’t make too big plans or any plans as I will not allow you to do what you want. I will take care of you as we all saw what you can do and especially what you cannot do. You can only speak and I think it’s time to return things to normality,” stated the Democratic leader.

The Democratic Party invited the Party of Socialists to discussions to see if a parliamentary cooperation formula can be identified. “If we reach the necessary consensus, we could swiftly move to the political formalization of this solution, if both of the sides show flexibility sand wish to achieve the consensus that would satisfy the priority needs of the people. In the discussions, we will debate the proposals that were already made public by the Party of Socialists, concerning the formation of a parliamentary majority and of the Government. Some of these are implementable, including the voting of a Speaker representing the group of the PSRM. The government proposals of the Democratic Party are also to be discussed,” stated the PDM’s spokesman Vitalie Gamurari, reading the party’s statement.

The visits that are to be paid by the three foreign officials – Commissioner for European Neighborhood Policy and Enlargement Negotiations Johannes Hahn, Deputy Prime Minister of Russia Dmitry Kozak and Director of the Office of Eastern European Affairs of the U.S. Department of State Bradley A. Freden – are important, but will not be at all surprising. The three officials come to Moldova concomitantly to offer a solution as to the future government coalition, but these visits do not mean a compromise of the great powers as regards geopolitics in Moldova. The opinions were stated in the program “Politics of Natalia Morari” on TV8 channel.

Political commentator Vlad Țurcanu said the Republic of Moldova, through its political class, showed that it is not able to find a government solution and thus seeks again help from foreign emissaries. “All the three powers (e.n. the EU, the U.S. and Russia) that delegated their representatives pursue goals in the Republic of Moldova, but only through different methods. The Russian Federation will definitely try to profit from the weaknesses we show so as to impose itself given that it didn’t achieve much in Ukraine and achieved nothing in Romania and the Republic of Moldova remains an island on which there is place for geopolitical struggles,” stated the commentator, adding the stake is a coalition between the PSRM and the PDM.

The hybrid threats to Moldova’s security are new type of war to which the country should be prepared to respond. The defense institutions permanently face new challenges with which they can cope only by permanent reformation. It is one of the conclusions of the roundtable meeting “Phenomenon of hybrid politics in the Eastern European region: information security from media perspective in Moldova and Ukraine” that was organized by the Foreign Policy Association with the support of the Institute for War & Peace Reporting. Aurel Fondos, of the Ministry of Defense, said among the measures that should be taken by the defense institution are the protection of infrastructure against acts of sabotage, improvement of defense capacity, communication with society and prevention of interethnic tensions that can be used by entities that are hostile to Moldova.

Even if Moldova’s legislation envisions a number of instruments and forms of parliamentary control, Parliament, its working bodies and the MPs do not fully use these constitutional tools to exercise authentic parliamentary control. At the same time, the lack of a legal framework for the punishment of decision-makers that provide the MPs and commissions of inquiry with inaccurate or incomplete information leads to the impossibility of appropriately fulfilling one’s duties, says a report on the exercise of the parliamentary control in 2018 that was presented by “Promo-LEX” Association. According to report author Adrian Fetescu, the questions and inquiries of MPs as instruments of parliamentary control are often inefficient given that the answers of those involved are incomplete, evasive, formal and are often sent with delay.

As many as 1,768 children were born prematurely in Moldova in 2018. Of these, 52 died. A year earlier, 91 children of the 1,786 children born prematurely didn’t survive, the National Bureau of Statistics has said.
