After the completion of the parliamentary mandate, Andrian Candu said on Prime TV channel that he always wanted the laws to be of the highest quality and better implemented. They managed to do more in some of the areas, like the financial-banking sector, and less in other areas.
Unlike the European partners that want the Association Agreement to be implemented more exhaustively, the Speaker said the non-voting of the bill to insert the European integration in the Constitution is a failure. “We didn’t manage to introduce the electronic voting even in the parliamentary procedures. We didn’t vote an ethical code and a parliamentary code that would stipulate elements of conduct and ethics…as we didn’t have enough time,” stated Andrian Candu.
In another development, he said he will next week travel to Washington where there will be launched an economic platform, a Moldova – United States business council.
Members and sympathizers of the two parties that formed the future bloc ACUM – the PAS and the PPPDA - mounted a protest in front of the National Agency for Energy Regulation, demanding that the heat tariffs and fuel prices should be decreased immediately, not one month before the elections.
The government, instead of disapproving of cartel agreements and of reducing the profit margin for oil operators, forces the population to pay a lot for fuel. The drivers and farmers pay exaggerated prices for fuel. According to ACUM, the oil companies in Moldova benefit from the highest commercial profit margin in Europe - 3.25 lei or €0.16 per liter - being surpassed by Denmark only at a time when Moldova is the poorest state in Europe.
Even if the banking fraud is no longer an enigma, some of the persons involved in this case were convicted and serve time in jail, while the cases of other investigated persons haven’t been yet remitted to court.
Ion Guzun, programs director at the Legal Resources Center, said the cases related to the banking fraud are of interest to the citizens of Moldova and the development partners that support the state institutions so that they are stronger. Businessman Veaceslav Platon was practically kidnapped in Ukraine and convicted definitively during a year, as ex-Premier Vlad Filat was, while the case of the former president of the Administration Board of Bănca de Economii Ilan Șor hasn’t yet reached the court. This points to selective justice and the courts of law play their role here.
Focusing on the relations between Moldova and the EU, political pundit Dionis Cenușa in a feature article for IPN Agency said the conditionality mechanism is a useful instrument for promoting difficult reforms that are not wanted by the government.
After the failure of the conditionality related to the mixed electoral system in 2017 and the invalidation of elections in 2018, the EU’s conditionality was shifted onto the compliance of the elections of February 2019 with the democratic principles. At the same time, the European side practically pledges to restore the dialogue with any government that will come to power, even if this consists of the DPM and its allies. In other words, the EU wants to obtain new political conditions for reintroducing the conditionality elements. In parallel, the DPM wants to regain by elections the legitimacy that it didn’t have in 2016-2018, unlike the similar oligarchic regimes in Ukraine (Piotr Poroshenko and others) or Georgia (Bidzina Ivanishvili).
This way, the financial assistance - both direct budget support and macro-financial assistance - can be turned into funds for developing the (non)governmental players at central and local levels, which want and can comply with the conditions imposed by the EU, commented Dionis Cenușa.
After Dorin Chirtoacă became president of the Liberal Party on December 1, 2018, on the National Day of Romania, the IPN Experts noted that this made very emphatic statements. Attention! Such statements should be regarded as being exclusively metaphorical: “The union remains our supreme ideal for which we should struggle up to the last drop of blood, until we make the Union. Moldova has no other chance or we will be doomed to poverty, thefts, disorder and disasters we witnessed and continue to witness.”
This is an enchanting speech that is not simialr to that given five years ago, on December 3, 2013, when the PL was in power and could do more: After everything we witnessed during the past 2000 years, the reunification should be the fundamental objective of the Romanian nation in the 21st century as there are no other obstacles.
This is ultimately what the post of president of the PL obliges him to do. The PL, when it is in the opposition, pleads for achieving the ideal of Moldova’s union with Romania, concluded the experts.
Prime Minister Pavel Filip announced that a fir tree will be brought from the Carpathian Mountains of Romania for the Christmas Fair that will be staged on 31 August St. A panoramic wheel that will be 20 meters in height will also be installed at the Christmas Fair.
