The draft law on tax amnesty was withdraw under the pressure exerted by civil society on whose who thought it up. The issue was discussed in the talk show “Emphasis on today” on TVR Moldova channel,” IPN reports.

“It was a very harsh intervention on the part of civil society. The authors of this bill tried to promote it swiftly in Parliament, without the appraisal of the Government, the National Anticorruption Center and ministries. They argued that this amnesty would contribute to economic development and this is the frozen limit. Such amnesties were provided in Kazakhstan and this wasn’t the best example. This means that Moldova is under the powerful influence of the CIS, while the pro-European orientation remains a myth,” said Victor Ciobanu.

Sergiu Gaibu, expert of the independent think tank “Expert-Grup”, said the bill on the liberalization of capital could be related to the Government’s decision to privatize a number of state-owned companies in 2017. “There can be a connection. Such amnesties are usually instituted in emergency situations, such as wars or natural disasters, or as a result of profound fiscal reforms. Such situations didn’t exist,” he stated.

Speaker of Parliament Andrian Candu on March 1 decided to withdraw the bills on capital liberalization and tax stimulation that were passed by the MPs in the first reading.
