From political viewpoint, the European Parliament’s Resolution on the implementation of the EU - Moldova Association Agreement, by which the MEPs criticized Moldova for backsliding on democratic standards and the rule of law, will have an exclusive electoral impact. From the viewpoint of the real state of affairs in Moldova, the resolution confirms that the state is moving towards collapse, political analyst Anatol Țăranu stated in the public debate “Impact of the European Parliament’s Resolution of 14.11.2018 on Moldovan political class and society”, which was the 96th installment of the series of debates “Developing political culture through public debates”, staged by IPN News Agency and Radio Moldova.

Anatol Țăranu said all the political parties will react until the elections, depending on their electoral interests. “This means that the part that is criticized will do its best to hush up in society the negative impact of this resolution. They will speak less and will draw attention to other things. And vice versa, the opposition will do its best for this resolution to be widely disseminated in society,” he stated.

From the viewpoint of the real state of affairs in Moldova, the resolution comes to confirm that the Republic of Moldova is moving towards collapse. “The state does not function and we should admit that these 3 million people who live here are unable to build a construction that would function as a state and this is worrisome,” noted Anatol Țăranu.

According to him, the resolution will have a long-term impact on Moldovan society. “The resolution itself shows the EU is interested in seeing the Republic of Moldova following the path of European integration. If an anti-European force comes to power in Moldova after February 24, and such a perspective exists in the person of the PSRM, it is evident that the EU will maximally restrain the cooperation potential with the Republic of Moldova,” stated the analyst.

In this connection, Anatol Țăranu said the EU Resolution is a bad signal for the Russian Federation because the EU practically says the coming to power of the Socialists means interruption in the Europeans assistance for Moldova and this will make Russia undertake the financing of the county instead of the EU.

He noted the Europeans try to solve a problem that has two components: on the one hand, to make a functional state based on the rule of law of Moldova; on the other hand, to prevent a force like the Socialists from coming to power in Moldova, even if these tendencies contradict each other sometimes. The Socialists will also maximally use this resolution for electoral purposes. “The EU is put in a very bad situation. For exclusively geopolitical reasons, it cannot ignore the fact that the state does not function in the Republic of Moldova,” stated Anatol Țăranu.

As to the possibility of introducing personal sanctions against persons from Moldova, Anatol Țăranu said the European Commission earlier adopted decisions to ban Transnistrian leaders from travelling in the EU. “From this viewpoint, I don’t think the European Parliament’s Resolution can be very specific in this regard as the EP allows the European Commission to solve such a problem. If the events in the Republic of Moldova deviate and the processes follow a path that will be absolutely unsuitable for the Republic of Moldova, the EU will always have a free hand to take such decisions owing to this resolution,” stated the expert.

The debate “Impact of the European Parliament’s Resolution of 14.11.2018 on Moldovan political class and society” forms part of the series of public debates held by IPN News Agency and Radio Moldova as part of the project “Developing political culture through public debates” that is supported by the Hanns Seidel Foundation of Germany.
