Ala Tocarciuc: If we want to have result, we need new processes and human resources

If we do what we did in the past, we will have what we had in the past. If we want to obtain something new, we must do something new, international public health expert Ala Tocarciuc said when asked what guarantees are there that the Republic of Moldova will more efficiently overcome the current political crisis than the previous crises. In a public debate staged by IPN, the expert said that if the authorities and the citizens really want a result, new processes and new human resources are needed.

“All the changes are brought about by people. The developments witnessed the past four months, including this conflict (e.n., that involved the presidential administration, Parliament, Constitutional Court) that I consider an artificial crisis was created also by people. I wonder if these people who were good in creating the conflict will be good in creating solutions? These are two different things. New human resources are needed, a new concept and view for what we want to build are needed and then we will be able to design processes and build,” stated Ala Tocarciuc.

She noted that from sanitary viewpoint,
clear criteria for managing the epidemiological process were worked out last June as part of the pandemic. The countries were divided into different categories and the color of the country or region depended on the number of infected persons per 100,000 people.

“If we take these indicators into account, in August 2020 inclusive, when Moldova was close to the campaign prior to the presidential elections, the country was a “red zone”. To be a “green zone”, the rate should be under 1,300 new cases during two weeks. But the imposition of restrictions in Moldova was delegated rather to the local public authorities, Therefore, Moldova practically didn’t have a national state of emergency when the rate was higher than 1,300 during two weeks. That’s why when the state of emergency was declared, it was good news from pandemic viewpoint, not yet from political viewpoint,” she stated, noting that pandemic measures, not political measures should be applied when a pandemic problem is to be solved as a pandemic problem cannot be solved with political solutions.
