From January 1, the Ministry of Internal Affairs (MIA) will manage the national public emergency phone service 112, said Minister Adrian Efros. According to him, the service that is now under the management of the Ministry of Economic Development and Digitization will be restructured and, in emergencies, the police, the General Inspectorate for Emergency Situation (GIES) and the health system employees will work as a joint emergency response team, IPN reports.
The official noted that the investigation into the death of two persons in car that got stuck in a snowdrift in Căușeni revealed the faults in the law on the work of the 112 Service. Moldova will borrow the experience of Western states in which the emergency services not only pass on information, but also propose solutions and monitor the case.
“I do not have any moral or professional right to pronounce on the dismissal of Mister Oboroc. We analyzed the situation together with the team of the Ministry of Internal Affairs and initiated an inquiry to trace the flaws and the preconditions that led to that situation. We identified a number of faults and one of them is Government decision No. 796 by which the work and operating procedures of the 112 Service are regulated. In the Western countries, the 112 service is not only a service that transmits or retransmit information. It also monitors the process from beginning till the end and takes decisions. It is permanently in touch with the victim, suggests solutions to help the person in need. In this regard, the recommendation to leave the unit of transport and walk to the village was made. The victims were on an adjoining road and Frumușica village was the closest point where they could get aid or they could return home,” Adrian Efros stated in the program, “At 360 Degrees” on Radio Moldova station.
The minister said the common 112 Service will be taken over by the MIA and the response mechanisms will be improved. To reduce the response time, the emergency ambulance, police and firefighting services will form joint teams.
“The Ministry of Internal Affairs takes over the 112 Service on January 1. We set a meeting in which we will agree a concrete operating algorithm. We will exclude the intermediary procedures. Now the citizens who need assistance call the 112 service, which contacts a local dispatcher’s office or a dispatcher’s office on the territory of the municipality of Chisinau. When we take over, the dispatcher’s offices will be common. Those from the 112 service, either the police, the doctors or the GIES, will manage the situation in concert so as to reduce the response time to a call and we will have a joint response teams,” stated the minister .
On November 29, Liviu Oboroc was dismissed from the post of director of the common public emergency phone service 112 by an order signed by Minister of Economic Development and Digitization Dumitru Alaiba. The dismissal was requested by Prime Minister Dorin Recean after two persons were found dead in a car that got stick in a snowdrift following the whiteouts.
