Adrian Băluțel: When we face a direct danger to state security, we assume risky decisions

The European Union wants radical changes to be made in Moldova’s justice sector, but the permitted instruments are too soft to cope with the challenges witnessed in the system, said the executive director of the Institute for Strategic Initiatives Vadim Pistrinciuc. According to him, the harsh actions are not welcomed in Brussels, but in the absence of radical measure, the justice system will not be reformed. In the same connection, representatives of the government said that when state security is in danger, the authorities apply harsher methods through the agency of the Commission for Exceptional Situations, but the actions are explained to the foreign partners, IPN reports.

The director of the Institute for Strategic Initiatives noted that justice in Moldova can be reformed only by harsh actions with which the European partners do not agree most of the times.

“The expectation is that there will be radical and massive changes, but the instruments permitted to us, including by the European partners, do not match the expectations. Changes are expected to be made in the current legal framework, but not radical ones. The harsh actions are not greeted with enthusiasm in Brussels. On the one hand, we all realize the twists and ties in justice. On the other hand, the idea that the justice sector should reform itself prevails in Brussels. But we know that they have reformed themselves for 30 years,” Vadim Pistrinciuc stated in the program “Shadow Cabinet” on JurnalTV channel.

For his part, writer Vitalie Ciobanu said the government should explain the necessity of taking unpopular decisions and should ensure decent living conditions for the citizens.

“The government is between the hammer and the anvil. On the one hand, there are the expectations of the European partners that open all the gates to us. The disposition is now favorable to the Republic of Moldova and we cannot miss this chance. On the other hand, there are the public expectations. The population is not interested in these legal details, procedures. Political will is needed and this should not decline. At the same time, something should be delivered to the population. The population can understand that we will not become rich overnight, but the people want justice. Democracy doesn’t deliver immediately the results we want and his thing should be told to the people, but not only by a convincing speech, but also by putting something in their bag. I refer not to electrical bribe, but to opportunities. We should take care more of the vulnerable groups of people, of pensioners,” stated Vitalie Ciobanu.

The representatives of the government said that all the radical decisions taken by the current government are discussed with the European partners and the decision to exclude the Chance Party’s candidate from the electoral competition was also discussed with them.

“The European Union is understanding when we need to take harsher decisions proportional to the resistance with which we meet. We explain this thing to the Europeans. We have discussions with the EU and explain to them what we do and why we do this. We did the same in the case of the CES’s decision. When we saw that the institutions of the justice sector do not do their job and saw a direct threat to state security, we assumed risky decisions, but explained them and provided evidence to justify our actions and we will do so with regard to all the difficult decisions,” said the head of the President’s Office Adrian Băluțel.

On November 3, the Commission for Exceptional Situations ordered to annul the registration of all the election contenders put forward by the Chance Party for the November 5 general local elections. According to the Security and Intelligence Service’s report, the decision was taken because Russia finances the criminal group led by Ilan Shior in a move to compromise the election processes in Moldova and to undermine state security.
