The director of the Mother and Child Institute Stefan Gatcan said the hospital during many years received financing of 1% of the total budget from the Ministry of Health, which is the founder, while this year it received no money. The Institute’s administration presented information about the hospital’s financial and economic situation, the technical-administrative state and the stage of the modernization projects and about the problems faced in a news conference given following an unplanned inspection carried out last week, IPN reports.

Stefan Gatcan said that in 2012, when he was named to the post of director, the Institute had not even accreditation or a legal address. The hospital was in a bad state of repair, with the roof leaking and with only four of the 36 elevators working. In 2012-2014, the financing allocated from the state budget represented 1% of the hospital’s budget. They himself attracted grants and funding from embassies, organizations and foundations through the agency of projects. However, the hospital copes with difficulty because the facilities, including the sanitary ones, are in a poor condition.

The hospital’s director said that they managed to renovate a number of departments, but there are yet many things to be done to ensure the comfort and safety of patients in all the wards. They need 700 beds for children and 400 beds for mothers so as to replace the old ones. The Institute does not have resources to introduce the patient’s electronic file. A number of repair works will be now carried out with a grant of €1.5 million provided by the Government of Romania.

Stefan Gatcan said the violations identified during the inspection are not serious and some of them turned out to be irrelevant. Owing to the imperfect legislation, an employee at the hospital is entrusted with several tasks. The hospital incurs increased costs owing to the defective medical system. It cannot feed the mothers hospitalized together with their children or to hospitalize the mothers in case of children older than three.

Last week, the Ministry of Health’s administration carried out an unplanned inspection at the Mother and Child Institute after photos of the conditions in which child patients stay there were disseminated through the Internet. According to Minister Ruxanda Glavan, complains about the fact that the mothers admitted with children at this hospital are imposed to purchase food and drugs are made through the hotline every two days.
