About 30% of Moldovan children aged 3-7 are deprived of right to education

Over 240 rural settlements in Moldova do not have kindergartens, about 30% of the children aged between 3 and 7 being deprived of the right to education, said departing Minister of Education Larisa Savga, quoted by Info-Prim Neo. Sixty-nine early childhood community development centers have been set up in Moldova starting with 2004, mainly with the support of UNICEF and UNESCO. New community centers will be created in the near future. Therefore, regulations are needed to govern the activity of these institutions, the minister said at the last meeting of the government. The community centers are public preschool education institutions for children aged between 3 and6 (7), who do not attend the kindergarten. The regulations would specify the objectives of such institutions, the range of services provided, the rights and responsibilities of the persons involved in the educational process and the financing mechanisms. It is proposed that the centers be financed from the state budget and the budgets of the territorial units, from special means and other legal sources such as donations. Larisa Savga considers that the regulations would clarify the problems concerning the status of these institutions.
