791 incidents detected by Promo-LEX in runoff election

As many as 791 incidents were reported by Promo-LEX in the second round of the presidential election. The breach of voting secrecy was the most frequent violation. The number of such cases was slightly higher than in the first round, observers noted. There were 229 cases of photographing of ballots and other actions that encroached on voter privacy, IPN reports.

The technical glitches in the state automated information system Elections were another major challenge. Faults were detected in 127 cases, some of them involving situations in which the system showed that a person had voted, although this asserted the opposite. Such errors raised questions about the correctness of the functioning of the electoral infrastructure.

The mistakes in the voter rolls were another sensitive point on the day of the November 3 election. In 65 cases, the observers identified a number of discrepancies, such as wrong addresses, registration of deceased persons in the official registers. So, according to Promo-LEX, there can be doubts about the updating of voter lists.

The transparency of the electoral process was also affected by the interruption in filming of the proceedings. Respectively, the opening of polling stations and the counting of votes could not be followed in 51 situations, undermining trust in the integrity of the electoral process, Promo-LEX stated.

Problems regarding the security of ballot boxes were also reported. In 55 cases, the seals were missing or damaged, which called into question the security and protection of the ballots against tampering.

The unauthorized presence of people in or near polling stations was observed in 41 cases, which caused suspicions and disrupted the smooth running of the electoral process, undermining voters' sense of safety, observers believe.

Political campaigning and propaganda actions in favor of or against one or another candidate were reported in 15 cases, which were qualified by observers as methods of illegal influence of voters, contrary to the norms.

Among the irregularities reported were eight cases of offering of financial rewards to voters in order to influence the vote, an unacceptable practice in a democratic election, pointed out Promo-LEX.

To monitor the runoff vote, the association dispatched 614 short-term observers to  polling stations across the country. In the diaspora, 90 Promo-LEX observers oversaw the electoral process. By an observer monitored the situation at each of the 30 polling stations opened for voters from the Transnistrian region. 89 mobile teams visited the polling stations that were not part of the initial sample with the purpose of monitoring the conditions of safety ensured for voters from the left bank of the Nistru.
