As many as 173 incidents were reported by Promo-LEX observers and 34 of these were confirmed by 09:00 a.m. These refer to the presence of advertising materials, electoral posters close to polling stations, photographing of ballot papers, breaking or damaging of seals of ballot boxes, IPN reports.

According to Nicolae Panfil, head of the Promo-LEX Observation Mission, 86 out of 614 polling stations were opened shortly before or after 07:00 a.m. Incidents related to the presence of advertising materials, posters, electoral billboards were reported - 7 cases. The responsibility to remove them lies with the LPAs and the electoral office. Such cases were reported at polling stations in Taraclia, Truseni (Chisinau), Fetești, Edineț, Corjeuți, etc.

Cases of unauthorized presence of persons in the polling station or within a radius of 100 meters were reported in Râșcani and Buiucani districts of Chisinau, Athens, Bologna. Two cases of photographing ballots were detected, at a polling station in Balti and another one in Peresecina, Orhei. A case of group voting was reported at polling station No. 18 of Cocieri, Dubăsari. It goes to a couple, husband and wife, who entered the polling station together, without one of them having a disability.

There were reported five cases of tearing or damaging of ballot box seals, two cases of improper storage of ballots that are not distributed to members, and eight cases of faulty functioning of cameras that film electoral operations.

Also, there were reported cases of unjustified suspension of voting in the polling station at polling station No. 88 in Buiucani district of Chisinau, where the light went out for 5 minutes, an inconsistency in the voter lists at polling station No. 33 in Centru district of Chisinau. Similarly, the number of ballot papers in Râșcani district of Chisinau does not correspond to the number of voters put on electoral rolls.

Promo-LEX delegated by one short-term observer to oversee voting at 614 polling stations. In 30 polling stations in the Transnistrian region, there is by a static observer. 91 observers are monitoring voting at polling stations abroad and 89 observers are working as part of mobile teams.
