2 bidders remain in the competition for the third GSM license

Two bidders will participate in the second stage of the tender for the issuance of the third license, allowing providing cell mobile telephony services in the GSM 900/1800 standard, announced by the National Regulatory Agency in Telecommunications (ANRTI) – “Eventis Mobile” from Moldova and “VimpelCom” JSC from the Russian Federation. The contest commission made this decision on December 22. At the same time, the commission rejected the offer submitted by “Uniton-Prim” Ltd because it did not fulfil all the prerequisites of the contest. The unsealing of the offers took place on December 21 at joint session of the Commission and of the working group. According to the Press Service of the ANRTI, at the second stage of the contest the working group will evaluate the offers proposed by the bidders. The evaluation will be performed using the “points method”. The contest commission will examine the summarising report, presented by the working group, will verify once more the documents if necessary and will adopt the decision of the winner. On the grounds of this decision, the Commission for the issuance of licenses of ANRTI will offer the license. The Government of the Republic of Moldova fixed a license fee in the amount of USD 8 mln. In accordance with the Government Decision, the license holder will transfer to the account of the Ministry of Finance the equivalent in Moldovan Lei of USD 4 mln, within 30 days from the day of approval by ANRTI of the decision on license issuance. The rest of the amount is to be transferred in equal installments within the next two years. At present, two mobile telephony operators run their business in Moldova in the GSM 900 standard – “Voxtel” and “Moldocell”.
