Before 21:00, throughout the day, the Promo-LEX Observation Mission of the local general and new parliamentary elections of October 20 and November 3, received 145 incident reports from observers. Nine incidents were processed between 18:30 and 21:00.

According to a Promo-LEX press release, observers reported that in Peresecina, Orhei, after seeing that a car has repeatedly transported voters to the polling station, representatives of a candidate decided to block the car at an intersection and called the police in order to denounce the transportation of voters. Law enforcement agents that were dispatched to the scene registered a voter obstruction complaint from the representative of the other candidate in regard to the blocking of the car. The police said that there is no legal basis to issue a sanction for transporting voters.

In the village of Marinici, Nisporeni, and in Băcioi, Chișinău municipality, there were voter bribery attempts within 100 meters from the polling station perimeter of the polling station. In Marinici, after hearing testimonies from several locals, it was found that during the day the voters were collectively transported and were offered 250 lei. It is assumed that both candidates offered certain material rewards throughout the day. In Băcioi, a person got out of a car and approached a group of voters and proposed money, after which one of them entered the polling station and voted.

Promo-LEX observers reported two cases of attempts to photograph ballots. These incidents took place in Grătiești and Ghidighici.

A case of unwarranted presence of unauthorized persons inside the polling station or within a 100 meter radius was registered in Stăuceni. Additionally, in Nisporeni, ballot boxes were not sealed according to legal norms.

In the Rîșcani district of the capital, the BESV members started to apply the canceled stamp on the remaining ballots before the station was closed. The process stopped when the BESV chairperson intervened. In Bașcalia village, Basarabeasca district, the video camera was not disconnected, thus it was functional during the voting process.
