Parliament is willing to cooperate with the civil society’s representatives on the project regarding the amendment to the Law on public associations. “It is not in Parliament’s interest to hasten the examination of the draft law in second reading to the detriment of the law’s quality”, Speaker Marian Lupu stated during a meeting with the representatives of the civil society when the proposals forwarded by the NGOs representatives have been considered. As the speaker says, the Parliament’s Committee for appointments and immunities will send to the nongovernmental organisations’ representatives a table including the amendments examined by the committee, then following a meeting with NGOs’ representatives to establish if the project will be examined in the second reading or will be initially sent for consideration to the Council of Europe. “Regardless of the decision we take, it will be a joint decision”, Marian Lupu added. The Ministry of Justice (MJ) is now working out two draft laws aiming at regulating the activity of non-commercial organisations, documents that are to be completed in March-April this year and then sent for examination to the Council of Europe. Later they will be presented to the Parliament. Head of “The Social Network” Antonita Fonari told reporters that it will be decided whether to amend the old law or to work on the new project suggested by MJ. A recent joint statement from a number of NGOs in Moldova disapproved the draft law on public associations. The signers claimed that many stipulations of the project have no connection with the provisions of the Civil Code and would introduce many obstacles and bureaucratic restrictions in the process of registration and activity of the public associations in Moldova. The respective draft law passed the first reading on November 24, 2006.
