Cars won't be lifted if they don't create traffic jams, first reading voted on

Parliament has voted in first reading on a draft law which stipulates that irregularly parked cars will no longer be picked up and taken to special parking lots if they do not create traffic jams. IPN reports.

The deputy of the Action and Solidarity Party, Dorian Istratii, who is also one of the authors, said that the project comes to solve a problem faced by those who drive to kindergarten, school or hospital and there is no authorized parking.

"If the vehicle is not blocking the access of other cars, is not on the pedestrian crossing, does not hinder the movement of pedestrians with limited mobility, does not block access to stairs, ramps or inclined curb planes intended for people with disabilities - why does it have to be evicted?" the MP asked rhetorically.

According to Dorian Istratii, the car does not have to be towed away if the owner shows up at the scene within 15 minutes after being notified by phone or SMS by the inspecting officer.

Bloc of Communists and Socialists MEP Diana Caraman is of a different opinion. She believes that the bill is made for motorists who have gotten used to parking wherever they feel like. She said it would have been simpler to create new parking spaces.

Her faction colleague Corneliu Furculita thinks the initiative is good. "The lifting of the means of transportation is an exceptional measure, which must be proportionate to the violation of traffic rules.... The car should be removed only when it presents an imminent danger," the MP said.

PAS MP Lilian Carp said he is voting in favor of the bill, but has several questions. This is because, according to him, the new provisions should not be in contradiction with the Road Traffic Regulation. In his speech, Lilian Carp said that it is necessary to stipulate clear provisions on where cars categorically cannot be parked. For example, at the entrance to the courtyard.

"My fear is that, due to the incompetence of a local public administration, by amending the law we want to solve one problem, we may create others," the MEP added.

The bill to amend the Contravention Code is also to be considered in the second reading.
