When starting to draft a decision, the public authority will place an announcement on its web page or will air it through media. This and other provisions are in the Law on transparency in the decisional process, published on Friday, December 5, in Monitorul Oficial (Official Gazette). The law takes effect in three months, Info-Prim Neo reports. <\/p>\n
According to the draft, the transparency in the decision-making process will be ensured by the public central and local authorities, by informing the public on the initiatives of drafting decisions, by offering the draft to people asking for it, consulting the citizens and their associations, by considering the recommendations of citizens and their associations on the decision-making process, by informing the public as to the adopted decision. <\/p>\n
Consulting citizens will be done by public debates organized by the authority responsible for developing the draft. The recommendations from citizens and their associations will be accepted both in a written form and orally. The sittings at which the decisions are adopted are public. Access to the adopted decisions will be provided through the media, placing on the web sites, displaying at the quarter or through issuing conform to the requests. <\/p>\n
According to the Justice deputy minister, Nicolae Esanu, unlike the Law regarding access to information, which enables the citizens\u2019 access to the official information of the public authorities, the new law will enable them to actively take part in the decision-making process through suggestions and recommendations.<\/p>\n
