The Union of Real Estate Agencies proposes to extend the cash ceiling for housing purchase transactions up to 200 thousand euros, as well as to extend the period for justifying funds up to 5-6 years. The suggestions were sent to Parliament as a measure to unlock the legal real estate market, IPN reports.<\/p>\n\n
According to a press release from the Union, apartment sales in Moldova fell by over 60% last year. As a result, more and more real estate projects are being postponed, jobs are being lost, and the budget is recording lower revenues.<\/p>\n\n
The blockage would have been fueled by reducing the buyers’ options, through the introduction of a cap of 60 thousand euros in cash for real estate transactions and by checking the provenance of the money over a period of just two years.<\/p>\n\n
“The Union of Real Estate Agencies emphasizes that the issue is not the profit itself, but the current mechanism, which reduces buyers’ options and directs the market almost exclusively towards credit, against the backdrop of a combination of roles and the uneven application of requirements,” the statement reads.<\/p>\n\n
In addition to raising the cash ceiling and extending the justification period, the Union proposes the application of the Declaration on its own responsibility, accompanied by a minimum set of evidence, to be uniformly accepted by notaries and banks.<\/p>\n\n
The Union calls on the authorities to establish a working group involving all responsible institutions, in order to find solutions so that “citizens with legally earned money can buy a home without being treated as suspects from the outset”.<\/p>\n\n
“We are not asking for a relaxation of controls. We demand proportional, clear and applicable rules, so that the legal market can function and access to housing can be real,” stated Andrian Todera\u0219cu, the founder of the Union of Real Estate Agencies.<\/p>\n\n
According to economist Veaceslav Ioni\u021b\u0103, from IDIS “Viitorul”, the real estate market is going through an unprecedented crisis, reaching the lowest level of transactions in the last 15 years. In 2025, just over 31 thousand transactions were carried out nationwide, compared to 45 thousand in the previous year.
