<p class="wp-block-paragraph">Information about state aid exceeding the equivalent of 100,000 euros will be published on the official page of the Competition Council. The provision is found in a draft law on state aid, voted by Parliament in the first reading, reports IPN.</p>

<p class="wp-block-paragraph">The document, prepared by the Competition Council, aims to align national legislation with the acquis of the European Union and to establish a framework that ensures a fair competitive environment, prevents market distortions, and improves the mechanisms for granting state aid.</p>

<p class="wp-block-paragraph">The project introduces new procedures, such as pre-notification, simplified notification, and ex-post evaluation of state aid schemes, as well as mechanisms for monitoring and recovery of illegal or incompatible aids. Providers will be able to request preliminary consultations with the Competition Council to clarify the existence of state aid or the compatibility of a support measure. The consultations will be voluntary and confidential.</p>

<p class="wp-block-paragraph">At the same time, the document provides for the creation of the Central Register of de minimis aids, part of the Automated Information System &#8220;State Aid Register&#8221;, which will centralize data on low-value financial support provided to enterprises.</p>

<p class="wp-block-paragraph">According to the project, a company will be able to benefit, over a period of three years, from de minimis aid of up to 300 thousand euros. For services of general economic interest, the proposed ceiling is 750 thousand euros, and for the agricultural sector &#8211; 50 thousand euros.</p>

<p class="wp-block-paragraph">The observance of professional and ethical standards in the field of psychology will be overseen by the National College of Psychologists. The process of establishing the professional body was launched on Thursday, a year after the adoption of the Law on the Practice of the Psychology Profession, reports IPN.</p>

<p class="wp-block-paragraph">The Minister of Education and Research, Dan Perciun, mentions that the new institution is set to manage the unique register of psychologists in the Republic of Moldova, to organize the process of professional certification, to approve the Code of Ethics, and to establish practice standards. According to the dignitary, citizens will be able to check in the unique register whether a psychologist is authorized, what their specialization is, and what their professional status is.</p>

<p class="wp-block-paragraph">Deputy Liliana Grosu mentioned that the main benefit will be the improvement of mental health services by establishing clear rules of access to the profession.</p>

<p class="wp-block-paragraph">University Professor Maria Virlan, Dean of the Faculty of Psychology and Special Psychopedagogy, &#8220;Ion Creanga&#8221; State Pedagogical University, emphasized that the development of a psychologist does not end with the obtaining of the diploma, the profession requiring continuous training, updating of working methods and adaptation to the needs of society.</p>

<p class="wp-block-paragraph">Psychologists from Moldova are set to register on a <a href="https://ctice.md:1443/psiholog/" id="https://ctice.md:1443/psiholog/">platform</a> launched by the authorities, where they will create their professional file and sign up to participate in the country&#8217;s first professional Congress where the leadership of the National College of Psychologists will be elected.</p>

<p class="wp-block-paragraph">According to the legislation, membership in the College will be mandatory for practicing the profession, and freelance psychologists will be able to operate only on the basis of a certificate issued by the College. Registration on the platform is open until September 15.</p>

<p class="wp-block-paragraph">The use of pesticides requires strict adherence to application rules, to avoid negative effects on plants, people and the environment. Specialists warn that incorrectly applied phytosanitary products can cause burns to plants, poisonings among exposed individuals and can contribute to the emergence of pest resistance.</p>

<p class="wp-block-paragraph">Before using chemical treatments, farmers are urged to consult the State Register of Authorized Products and to opt, as much as possible, for less invasive methods of plant protection. Contacted by IPN, Aliona Castravet, Deputy Director of the National Agency for Food Safety, warns that incorrect use of chemical substances can cause burns on leaves and stems or expose individuals to risks of poisoning.</p>

<p class="wp-block-paragraph"><em><strong>Recommendations for applying treatments</strong></em></p>

<p class="wp-block-paragraph">According to the specialist, the application of treatments should be carried out early in the morning or in the evening, during windless weather, by trained individuals. They must be properly equipped with gloves, protective glasses and suitable clothing, to avoid exposure to toxic substances.</p>

<p class="wp-block-paragraph">Incorrect use of phytosanitary products can cause phytotoxicity in plants, manifested through burns on leaves or stems, especially in the case of improper mixtures of substances. At the same time, chemical substances can contaminate water and expose people to poisonings through contact, inhalation or spraying. Also, improper application can lead to the emergence of pest resistance. It is important that the application of pesticides is carried out in such a way as to protect bees and other pollinating insects.</p>

<p class="wp-block-paragraph"><em><strong>Pests and symptoms of infestation</strong></em></p>

<p class="wp-block-paragraph">During the summer period, crops are often affected by pests such as aphids, mites, thrips and leaf caterpillars. Signs of infestation include twisting and yellowing of leaves, poor growth, silver spots or the presence of a very fine web on leaves or stems.</p>

<p class="wp-block-paragraph">Aliona Castravet specified that for each pest there is a list of approved or authorized phytosanitary substances and products. In this regard, any user who intends to apply chemical treatments is urged to consult the State <a href="https://registru.cnsapsa.md/ords/r/pesticide/pesticide/5-registru?session=12284804089884">Register</a> of Phytosanitary Products and Fertilizers. According to her, it is prohibited to place phytosanitary products on the market that are not included in this register.</p>

<p class="wp-block-paragraph"><em><strong>Alternative protection methods</strong></em></p>

<p class="wp-block-paragraph">For plant protection, the cutting or removal of affected leaves is applied, as well as the use of nets and sticky traps, crop rotation and the use of natural predators, such as ladybugs or tiny wasps, which contribute to the biological control of pests.</p>

<p class="wp-block-paragraph">The Deputy Director of ANSA specifies that maintaining a healthy garden depends on the periodic monitoring of crops, for the identification of pests and the establishment of the intervention threshold. Only when alternative methods are no longer effective are chemical treatments resorted to.</p>

<p class="wp-block-paragraph">In the Republic of Moldova, a national registry of real estate prices is set to be created, along with a system to help the state more easily determine the cost of public lands. The provision is contained in a bill drafted by the Ministry of Infrastructure and Regional Development and discussed at consultations organized by the Parliamentary Commission for Economy, Budget and Finance, reports IPN.</p>

<p class="wp-block-paragraph">Authorities argue that the measure could reduce bureaucracy and the issues that arise now when calculating payments for the use of these lands. The current law is difficult to apply because each piece of land requires separate assessments. However, in the Republic of Moldova, there are very few authorized evaluators and the costs for these services are high.</p>

<p class="wp-block-paragraph">During the consultations, there was also a discussion about the significant differences between localities when establishing these payments. Some municipalities apply higher taxes, others lower, and the lack of clear rules creates misunderstandings for both authorities and economic agents.</p>

<p class="wp-block-paragraph">Issues also arise in the case of commercial spaces located on the ground floor of residential buildings, where the calculation of land payments is more complicated.</p>

<p class="wp-block-paragraph">The participants in the consultations have come to the conclusion that the law needs to be amended and simplified, and the new price register could help the state to quickly establish the value of the lands, without high costs for each individual assessment.</p>

<p class="wp-block-paragraph">Road accidents will be recorded in a unique informational system. According to the concept approved by the Government, this will ensure complete evidence and will allow the analysis of the causes and circumstances of the accidents, reports IPN.</p>

<p class="wp-block-paragraph">The concept of &#8220;State Register of Road Accidents&#8221; (SI &#8220;RSAR&#8221;) establishes the framework for the organization and operation of the register, as well as the method of collecting and managing data about road accidents. The system will constitute the official national database on accidents, the vehicles involved, and the participating individuals, and will be used by institutions responsible for road traffic safety.</p>

<p class="wp-block-paragraph">At the same time, the system will generate statistical reports and will facilitate the exchange of data between institutions, including with international partners, especially in the case of accidents resulting in deaths and injuries. The collected data will be kept for up to 15 years, and the term can be extended in justified cases, such as the examination of criminal causes, offenses, or in civil litigation. After the term expires, the personal data will be anonymized, and only the necessary statistical information for reporting and analysis will remain in the system.</p>

<p class="wp-block-paragraph">The update of the concept is necessary because the old conception regulated a system used only until 2013. The changes take into account international practices and the adaptation of the legal framework to ensure data exchange with other countries in the field of serious road accidents.</p>

<p class="wp-block-paragraph">The government has developed the concept of the Information System for the record of international restrictive measures (SI EMRI). The initiative provides for the creation of a single register of sanctions and targeted subjects, reports IPN.</p>

<p class="wp-block-paragraph">The system should ensure the centralized record of all international restrictive measures applied by the Republic of Moldova, including those to which the country has aligned or instituted on its own initiative.</p>

<p class="wp-block-paragraph">At the same time, SI EMRI will include the national list of subjects under restrictions and updated information about sanction regimes.</p>

<p class="wp-block-paragraph">The authorities maintain that the system will become a reliable and truthful source of information for citizens and the business environment, while also facilitating their interaction with the competent institutions.</p>

<p class="wp-block-paragraph">The implementation of the system aims to increase the efficiency of sanction application and reduce the risks of their evasion. The project is included in the National Accession Program to the European Union for the period 2025-2029, being part of the alignment process to European standards.</p>

<p class="wp-block-paragraph">The search, viewing, and downloading of geographic names will be available online. This comes after the Government approved, on Tuesday, the Regulation of the informational resource of the &#8220;Register of Geographic Names&#8221; system. The decision aims at creating an official digital platform for managing standardized geographic names, IPN reports.</p>

<p class="wp-block-paragraph">The new informational service will collect, store and provide official data about the names of localities, rivers, plains and other geographical features. The platform will allow the preservation of current and historical names, protecting cultural and geographical identity.</p>

<p class="wp-block-paragraph">The online portal rdg.gov.md is set to be launched next year. Users will be able to identify previous names used in documents and old maps. The data will be available for public institutions, the private sector and citizens.</p>

<p class="wp-block-paragraph">The register will be integrated into the common governmental infrastructure, including the MPass, MConnect, MLog and MSign platforms.</p>

<p class="wp-block-paragraph">For the first time, in Moldova, the first electronic Registry of origin guarantees for renewable energy was launched, managed by the National Agency for Regulation in Energy. The new registry allows the issuance, transfer, use, and cancellation of origin guarantees, reports IPN.</p>

<p class="wp-block-paragraph">According to ANRE, the register is connected to the regional system of the Energy Community and provides a transparent mechanism for tracking renewable energy produced and delivered to the network. Producers, suppliers, and consumers of renewable energy can register on the platform based on a request and an annual fee of 3,027 lei for the next year.</p>

<p class="wp-block-paragraph">The system was developed by a European company, specialized in such platforms, following the signing of the contract in September.</p>

<p class="wp-block-paragraph">ANRE announces that dedicated training for users has been conducted. The Secretariat of the Energy Community provided technical and legal support.</p>

<p class="wp-block-paragraph">Energocom has already made the first transaction &#8211; the sale of 9,000 origin guarantees to an end consumer, following a procedure approved by ANRE.</p>

<p class="wp-block-paragraph">To prevent cases of disguised electoral bloc formation and to ensure the proper verification of candidates for the position of deputy, the Central Electoral Commission requests access to the party member registries managed by the Public Services Agency. According to the report on the elections of September 28, access would allow the identification of the real political affiliations of the candidates and avoid situations where they present themselves as independent, even though they represent a party, reports IPN.</p>

<p class="wp-block-paragraph">The Commission believes that the digitization of registers and their interconnection with the databases of other institutions would be an essential condition for ensuring the transparency and integrity of the electoral process. Moreover, the CEC proposes the creation of an inter-institutional database, which would include information on prohibitions to run or participate in elections, which would then be integrated into the Voters Register.</p>

<p class="wp-block-paragraph">The CEC report also recommends streamlining the process of submitting documents for the registration of electoral competitors, including the possibility of transmitting them in electronic format, with a digital signature.</p>

<p class="wp-block-paragraph">Regarding the organization of polling stations, the CEC considers it necessary to have rigorous planning and periodic reassessment of their number and location, depending on demographic changes. At the same time, the institution recommends strengthening the discipline of parties in complying with the deadlines for appointing members of the electoral offices, as well as developing the Register of electoral officials.</p>

<p class="wp-block-paragraph">The report emphasizes the ongoing importance of promoting gender equality in electoral bodies and the periodic training of polling station members. According to the CEC, for the September 28th scrutiny, a comprehensive training program was implemented, which included over 21 thousand participants &#8211; from office members and operators to representatives of competitors and law enforcement agencies.</p>

<p class="wp-block-paragraph">Regarding the voting process, the CEC states that the elections were validated and conducted under legal conditions, with a participation rate of 52.24%. Although the process went without major incidents, some organizational deficiencies were reported, especially at the polling stations abroad, where the lack of technical equipment caused delays and overcrowding.</p>

<p class="wp-block-paragraph">For future elections, the Central Election Commission recommends equipping polling stations abroad with tablets and scanners, as well as exclusively using electronic lists, to enhance the efficiency and transparency of the voting process.</p>

<p class="wp-block-paragraph">The Commission also highlighted the increase in the number of sections accessible to people with special needs, from 18 in 2022 to 112 in 2025, but considers it necessary to continue the work of adapting the infrastructure. At the same time, the CEC recommends strengthening electoral information campaigns, especially to combat disinformation and increase the level of civic awareness.</p>

<p class="wp-block-paragraph">On September 28, in the Republic of Moldova, regular parliamentary elections took place to designate the 101 deputies for the XII legislature. The scrutiny was carried out in a single round, based on the proportional system, in a unique national electoral district.</p>

<p class="wp-block-paragraph">According to the results compiled by the Central Election Commission, five political parties exceeded the electoral threshold and could enter the future Parliament: the Action and Solidarity Party, the Democracy at Home Party, the Patriotic Electoral Bloc, the Alternative Electoral Bloc, and Our Party. On October 16, the <a href="https://ipn.md/en/the-constitutional-court-will-examine-the-validation-of-the-election-and-the-mandates-of-the-elected-deputies-on-october-16/">Constitutional Court</a> is scheduled to examine the validation of the election results and parliamentary mandates.</p>
