The establishment of the state aid scheme was approved on Wednesday by the Government. According to the project, companies will be able to submit compensation applications from July 20 to September 10, through an electronic form available on the Entrepreneurship Development Organization’s page. The applications must be accompanied by the supporting documents provided by the mechanism.

Authorities estimate that, this year, approximately 130 enterprises will be able to benefit from the scheme for the practical training of about two thousand students.

In dual education, students combine theoretical preparation in educational institutions with practical training in companies, under the guidance of a master-instructor. In the academic year 2025-2026, about 3,300 students are being trained through this system, in partnership with 230 companies.

According to authorities, approximately 60% of dual education graduates find employment after completing their studies, compared to about 30% in the case of traditional vocational education.

For the academic year 2026-2027, 2,669 budgetary places have been allocated for dual education, and over 300 companies have expressed their willingness to train students within more than 70 vocational training programs.

The platform is available at e-cabinet.oda.md and was developed with the support of the Swiss Government, through the OPTIM project, implemented by Helvetas Moldova. At this stage, functionalities and workflow are being tested before the official launch.

ODA specifies that the data entered by users during the testing period will be used exclusively for verifying the platform’s functionality. The submitted files will not be evaluated, and no funding will be granted based on them.

According to the ODA, through the platform, some of the information necessary for filing applications will be automatically taken from public registers. Thus, the time to complete requests will be reduced, data entry errors will be diminished, and the process of accessing funding will become simpler and faster.

According to the Organization for Entrepreneurship Development, a total of 250 companies will receive specialized assistance. “Developing exports is essential for increasing the competitiveness of the Moldovan economy and for integrating our companies into international value chains. Through the Export Accelerator, we offer entrepreneurs the tools, expertise and support needed to adapt their products and processes to the requirements of foreign markets,” says ODA director, Vadim Codreanu.

According to the Executive Director of the “Competitiveness Improvement” Project Implementation Unit, Aureliu Casian, the program is aimed at both companies that are already exporting and are looking to expand into new markets, as well as those preparing to enter foreign markets. “Companies do not need to allocate financial resources to participate, but time, openness, and willingness to collaborate with the consulting team,” he specified.

The initiative will also contribute to the strengthening of the national ecosystem for business internationalization, through expertise transfer and the formation of a network of local specialists in the field of export development.

Companies interested in participating in the Export Accelerator can submit registration applications through the form provided by the organizers.

According to the Ministry of Economic Development and Digitalization, in addition to creating over 17 thousand new jobs in the SME sector, the objectives also aim to expand the use of electronic invoicing from 16% to 22%, increase the number of active enterprises, enhance the contribution of SMEs to the GDP and intensify exports. Also, there is a focus on more active support of businesses led by women.

The plan envisages strengthening support for the business environment by facilitating access to financing, digitizing public services, improving the regulatory framework and increasing the competitiveness of SMEs.

Another objective is to expand access to financing. By 2027, the balance of loans granted to SMEs with guarantees issued by the Entrepreneurship Development Organization is estimated at 4.5 billion lei, compared to 1.8 billion in 2024. At the same time, non-repayable financing for launching businesses is expected to increase more than three times compared to the current level.

The document also provides for the alignment of the criteria for defining small and medium-sized enterprises with the standards of the European Union, which will facilitate their access to European funds and programs. The estimated cost of implementing the measures for the next two years is 4.26 billion lei, and the program is correlated with the National Economic Development Strategy 2030 and with the accession path to the European Union for the period 2025-2029.

The funds will be managed through the Organization for Entrepreneurship Development (OED), within the project “Strong Enterprises and Communities for Moldova”, financed by the Federal Ministry for Economic Cooperation and Development of Germany (BMZ) and the Government of Switzerland.

“Supporting energy efficiency in the entrepreneurial environment is an essential direction of our cooperation, and this initiative provides companies with the necessary resources for sustainable development,” stated, during the event, the director of the Swiss Cooperation Office in Moldova, Guido Beltrani.

Karin Horhan, program manager at the German Agency for International Cooperation (GIZ) Moldova, emphasized that the partnership transforms financial resources into concrete investments, with measurable results for the small and medium enterprises sector.

The project has a total budget of 3.68 million euros. The co-financing of companies, which can request up to 50% of the value of energy efficiency projects, is carried out through the non-reimbursable financial support instrument “We Grow SMEs”, managed by ODA.

Entrepreneurs can apply to several programs. Among these are supporting female entrepreneurship, supporting small producers, digital innovations and the development of SMEs in tourism. Also available is the program for increasing the competitiveness of local producers and the “Growing SMEs” tool, which supports digital transition, ecological transition and energy efficiency.

According to the ODA, interest in grants remains high. Last year, the institution approved 810 investment projects, with total funding of over 346 million lei and planned investments of over 652 million lei. 534 projects were funded from the state budget, 158 – through EU programs and 111 – with government support in partnership with the World Bank Group.

ODA specifies that the financing product offers investment loans between 200 thousand and 5 million lei, with a fixed annual interest rate of 5.5% or 6% and a repayment term of up to 10 years. The interest rate can be reduced depending on the number of jobs created through investments.

In the first phase of the project, at least 100 small and medium-sized enterprises will receive funding for modernization and expansion, contributing to the creation of over 200 new jobs. At the same time, at least 20% of the loan volume will be allocated to SMEs led by women.

The funding is provided through Energbank, OTP Bank, MAIB, Victoriabank, and Moldindconbank. ProCredit Bank is set to join the program.

The agreements with the banks were signed within the framework of the “SME Development Facility in the Republic of Moldova” project, funded by the German Government through the German Development Bank (KfW).

Through this agreement, Moldova will participate, alongside Slovenia, Italy, and Romania, in a project funded by the European Executive Agency for the European Council for Innovation and Small and Medium Enterprises. The project aims to support SMEs in the production and joint use of green energy, through dedicated cooperation structures.

In the four partner countries, 12 renewable energy communities will be established and put into operation, with the participation of at least 24 SMEs from the agri-food and trade sectors. Each community will be able to access funding of up to 20 thousand euros, technical, legal and financial support. The total budget of the project is around 938 thousand euros, of which 246 thousand euros go to ODA.

Authorities estimate that participating businesses will reduce energy costs by nearly 20%. The implementation of the project is announced after January 1, 2026.

Since the beginning of the year, 693 companies have benefited from grants amounting to 291.6 million lei, generating planned investments of over 564.5 million lei.
