The development and modernization goals of the Republic of Moldova can be achieved only by seizing the “historic window of opportunity” offered by European integration, President Maia Sandu said on Saturday, November 1, at the swearing-in ceremony of the new Government. The head of state emphasized that the country’s European path will require in the coming years “even more perseverance, as well as much more efficient organization and cooperation between institutions,” IPN reports.

Maia Sandu thanked the members of the new Cabinet for taking on responsibility during a difficult period for the country and the region. “You begin your work, first and foremost, with the responsibility to meet the high and well-justified expectations of the people,” the head of state said.

After years marked by crises and challenges, the Republic of Moldova needs a government focused on development and modernization, the president stated.

“Starting today, we need a government that focuses more on development — one that will complete the transformation of the Republic of Moldova into a modern European state,” Maia Sandu emphasized, calling on the new Government to improve governance in all areas by promoting efficiency and integrity, and by enhancing the quality of public policies and services.

At the same time, the president emphasized the importance of strengthening the resilience of the state and society to continue facing the risks and threats confronting the country. Highlighting the need for bold measures to boost economic development, attract investments, and increase competitiveness and productivity, the head of state stated that this is the only way to raise people’s standard of living.

“We will all need to engage even more than before, with ambition, patience, and discipline. I know that the workload is unprecedented for the Republic of Moldova, and I know that people often do not see the amount of work involved in our process of joining the European Union. But everything that is good and lasting is built with effort, brick by brick,” the president added.

Maia Sandu emphasized the importance of strengthening the justice system, ensuring energy security, modernizing the education system, and carrying out administrative-territorial reform so that state institutions and local authorities can make more effective use of the opportunities and European funds allocated for development.

In parallel, she mentioned ongoing programs that contribute to the modernization of local communities. “Afforestation, waste management, investments in infrastructure, schools, hospitals, and roads — these initiatives help improve the quality of life and modernize our villages and towns. Only in this way will people regain the belief that it is worth building their future here, at home, in the Republic of Moldova, where they have opportunities, security, and hope,” the head of state concluded.

The Cabinet of Ministers, led by Alexandru Munteanu, was sworn in on October 31 with the votes of 55 deputies from the Party of Action and Solidarity (PAS), following a session that lasted over eight hours. The opposition criticized the government program, calling the new executive a “sacrificial” one.

Composition of the Government:

“I pledge to devote all my strength and skill to the prosperity of the Republic of Moldova, to respect the Constitution and the laws of the country, to defend democracy, the fundamental rights of man, sovereignty, independence, unity and territorial integrity of Moldova”, mentioned the new Deputy Prime Minister.

President Maia Sandu stated that the main mission of the new Deputy Prime Minister is the safety of the people on the left bank and on the right bank, and for this, stability needs to be maintained. “Especially in the coming weeks and months, because we know what the risks and challenges are, and the state’s task is – the safety of the people, I repeat – both on the right bank and on the left bank”, noted Maia Sandu.

Prime Minister Dorin Recean mentioned that everyone now has a rather difficult, but achievable task – to ensure peace and security in the Republic of Moldova. Also, the Prime Minister thanked the former Deputy Prime Minister, Oleg Serebrian, for his accomplishments during his term.

The position of Deputy Prime Minister for Reintegration became vacant after Oleg Serebrian was appointed ambassador to Turkey. On Monday, the Prime Minister announced the candidacy of the Action and Solidarity Party’s deputy, Roman Rosca, for this position.

Roman Rosca has worked in law enforcement, being employed in various subdivisions of the Ministry of Internal Affairs. However, he gave up his career in the Ministry in 2016 to venture into business. It was then that he joined the PAS. He has held the position of deputy since July 2022, reaching Parliament as a substitute on the party’s lists.

In March 2024, the legislature appointed him as the president of the special parliamentary commission for monitoring and parliamentary control over the implementation of the policy of reintegration of the Republic of Moldova.

After an initial training course that lasted six weeks, the newly inducted servicemen took the military oath. After the ceremony, they went on leave for a few days and will return to their units next week to continue their military service, IPN reports.

The swearing-in ceremony took place in the Antiaircraft Missile Regiment. The Chief of the General Staff, Brigadier General Vitalie Micov, encouraged the new recruits to learn from each experience and to support each other in accomplishing their missions.

Around 1400 young people are being conscripted for military service in April-July, according to a decision approved by the Government. It is one of two annual conscription campaigns, the other being scheduled for October-January.

At the same time, in April-July, the military conscripts who will be inducted in the spring of 2024 are transferred to the reserve.
