<p class="wp-block-paragraph">A company from the Republic of Moldova is being investigated for the illegal export of dual-use equipment to entities in the Russian Federation under international sanctions. As part of the case, PCCOCS prosecutors and officers from the Information and Security Service conducted searches at the company&#8217;s headquarters and at the residences of the targeted individuals, reports IPN.</p>

<p class="wp-block-paragraph">According to SIS and the Prosecutor&#8217;s Office for Combating Organized Crime and Special Causes, the scheme would have been operational since 2022 and would have targeted the export of control and measurement systems for training and combat aircraft engines to companies affiliated with the Russian Federation&#8217;s military-industrial complex. The total value of exports exceeds 21 million lei.</p>

<p class="wp-block-paragraph">Law enforcement officials claim that in order to conceal the real destination of the goods, they were declared to customs authorities as &#8220;waste recycling devices&#8221;, and the ultimate beneficiary was concealed through a company established in the Russian Federation.</p>

<p class="wp-block-paragraph">Following the six searches carried out on June 24, law enforcement officials seized components of control and measurement systems, computer equipment, mobile phones, technical documents and contracts deemed relevant for the investigation. The goods and documents are to be subjected to expert analysis and examined as part of the criminal investigation.</p>

<p class="wp-block-paragraph">The Republic of Moldova will be able to carry out automated exchanges of DNA reference data and fingerprint data with European Union member states for the purposes of international police cooperation. A draft decision prepared by the Ministry of Internal Affairs has been submitted for public consultation and is intended to align national legislation with the provisions of the European Prüm II Regulation, which provides for the exchange of DNA data, fingerprints, and other relevant information for the prevention, investigation, and combating of crime, IPN reports.</p>

<p class="wp-block-paragraph">According to the MIA, the authorities aim to create the necessary regulatory framework for carrying out automated searches and comparisons of DNA profiles and fingerprint data with the competent authorities of EU member states. Therefore, the data exchange will be carried out through interoperable IT systems and a designated single point of contact. Requests and responses will contain only the information strictly necessary for automated comparison, without transmitting personal identification data at the initial stage.</p>

<p class="wp-block-paragraph">The institution states that if a match is identified between DNA profiles or fingerprint data, the result will have to be manually verified by a qualified specialist before being confirmed to the requesting authority. Personal data may subsequently be transmitted only under the conditions of international legal cooperation and in accordance with applicable legislation.</p>

<p class="wp-block-paragraph">At the same time, the draft sets additional requirements regarding the quality and security of the data used in the exchange of information. DNA profiles and fingerprints will have to comply with technical standards applied at EU level and will be verified before transmission. The exchange of information will also be carried out through secure channels and encryption mechanisms to protect the data.</p>

<p class="wp-block-paragraph">The authorities say the measures will help increase the compatibility of national systems with those used at European level and improve cooperation in preventing, investigating, and detecting crimes.</p>

<p class="wp-block-paragraph">The Ministry of Internal Affairs plans to train 150 specialists in the investigation of cybercrimes by the year 2030, almost three times more compared to the year 2024, when there were only 56. Strengthening human and technical capacities in this field represents one of the main priorities of the Crime Prevention and Combating Program for the years 2026–2030, reports IPN.</p>

<p class="wp-block-paragraph">The general objective of the program is to create efficient and accessible tools for the prevention and investigation of crimes committed online. The document provides for an increase of at least 25% in institutional and technical potential, including the development of at least 10 smart tools for digital trace analysis.</p>

<p class="wp-block-paragraph">Special attention is given to offenses against sexual integrity, committed with the help of information technologies. By 2030, it is anticipated to reduce the number of these offenses by at least 50%, lowering the victim rate to 8 cases per 100,000 inhabitants (compared to 23 in 2024). The measures aim to protect children and young people, as well as to increase the level of qualification of specialists working with these vulnerable categories.</p>
