<p class="wp-block-paragraph">The Cabinet of Ministers approved a draft law on Wednesday stipulating that public authorities, legal entities, sole proprietors, members of the legal profession, and individuals represented by a lawyer will submit procedural documents exclusively in electronic format, according to IPN.</p>



<p class="wp-block-paragraph">At the same time, according to the draft, procedural documents may be served electronically, and court hearings may be conducted more easily via videoconference, including in a hybrid format. Clear rules will also be established for verifying the identity of participants connecting remotely.</p>



<p class="wp-block-paragraph">“We are all aware that IT solutions bring tangible benefits to both citizens and government agencies, including: reducing the duration of procedures and administrative costs, minimizing the risk of errors, and reducing the risk of corruption,” said Justice Minister Vladislav Cojuhari.</p>



<p class="wp-block-paragraph">At the same time, courts will be able to access, through the interoperability platform, the data needed to summon participants and serve procedural documents. Access will be granted in compliance with personal data protection regulations.</p>

<p class="wp-block-paragraph">Freight carriers from the Republic of Moldova will gradually transition from paper documents to electronic transmission of transport information. The Ministry of Infrastructure and Regional Development has published a draft for public consultation on the implementation of the eFTI system, used in the European Union for the digital exchange of data on freight transport, reports IPN.</p>

<p class="wp-block-paragraph">The authorities specify that the implementation of the system aims to reduce administrative burdens, streamline cross-border traffic and minimize the risks of loss or falsification of transport documents.</p>

<p class="wp-block-paragraph">According to MIDR, the main advantage for carriers is compatibility with the systems used in the European Union. The data transmitted through eFTI will be recognized by the authorities of the EU member states, without duplicating information or presenting paper documents at each check.</p>

<p class="wp-block-paragraph">The access of public officials to transport data will be secured through the governmental tools MPass and MLog. Each operation of entering, modifying or deleting information will be automatically recorded in an audit register, kept for five years.</p>

<p class="wp-block-paragraph">The implementation of eFTI is part of the process of aligning the legislation of the Republic of Moldova with the standards of the European Union and aims at the gradual integration of the country into the European transport space through the use of common digital solutions.</p>

<p class="wp-block-paragraph">Former Prime Minister Alexandru Munteanu stated that the new Government must continue the reforms and projects started in the last eight months, mentioning among the priorities the reform of local public administration, tax reform, digitalization, attracting investments, infrastructure projects and strengthening energy independence. The statements were made after the Parliament granted a vote of confidence to the new cabinet of ministers led by Vasile Tofan, IPN reports.</p>



<p class="wp-block-paragraph">In a message published on social networks, the former head of the Government mentioned that he also hopes for the continuity of projects regarding the reform of the judiciary, the strengthening of the defense capacity, support for agriculture, environmental protection, as well as reforms in the fields of health, education and social assistance.</p>



<p class="wp-block-paragraph">At the same time, referring to the reform of the public administration, Alexandru Munteanu mentioned that it has generated controversy, but he believes that it must be carried out in a transparent and professional manner. At the same time, he added that the Prime Minister&#8217;s new Control Body must be consolidated, and public spending and the size of the administrative apparatus analyzed and adjusted.</p>



<p class="wp-block-paragraph">The former prime minister also mentioned the tax reform, which he described as one of the most difficult reforms a government can undertake. He argued that the project was professionally developed and subjected to public consultations in order to improve it, rejecting claims that the reform was hastily imposed or dictated by the International Monetary Fund.</p>



<p class="wp-block-paragraph">He noted that, in agreement with the IMF, the approval of the new program for the Republic of Moldova was postponed from July to September to allow for further consultations on the tax reform. He expressed hope that the new government would see this process through to the end.</p>

<p class="wp-block-paragraph">450 thousand pages of historical newspapers are available in digital format from Tuesday, July 21. According to the National Archives Agency, the collection includes publications issued between the years 1874 and 2010, from the Tsarist, interwar, Soviet and post-Soviet periods. This can be consulted for free on the computers in the study room of the institution, reports IPN.</p>

<p class="wp-block-paragraph">Among the publications included are the complete collection of the newspaper Official Monitor of the Bessarabia Governorate, published between the years 1874 and 1917. Also available is the full collection of Cuvantul Moldovenesc, one of the most important newspapers of the national movement during the Tsarist Empire and the interwar years, as well as the collection Literature and Art, which includes editions starting from the year 1977.</p>

<p class="wp-block-paragraph">The collection also includes all editions of the newspapers Moldova Suverana, for the period 1990-2010, and Независимая Молдова, published between the years 1994 and 2010. According to ANA, the entire ARCANUM database contains approximately 25 million pages of publications in Romanian, out of the over 100 million pages of newspapers from Eastern European countries.</p>

<p class="wp-block-paragraph">The new materials added to the ARCANUM database come from the collections held by the National Archives Agency. These include publications in Romanian and Russian. The materials can be consulted for free from the ANA study room, located in the headquarters of the institution, on Gheorghe Asachi Street 67B in Chisinau. Those who wish to study the publications from home must create an account directly on the ARCANUM platform and can opt for one of the available subscriptions. The platform offers both free access, with limited features, and paid subscriptions, which allow the consultation and download of digitized collections.</p>

<p class="wp-block-paragraph">Business people can use, on a trial basis, the Entrepreneur&#8217;s Cabinet, a digital platform that offers them simpler access to financing programs and services of the Organization for Entrepreneurship Development. According to the OED, the new system reduces the processing time of applications from eight to three working days and automatically checks the eligibility of applicants, reports IPN.</p>

<p class="wp-block-paragraph">The platform is available at e-cabinet.oda.md and was developed with the support of the Swiss Government, through the OPTIM project, implemented by Helvetas Moldova. At this stage, functionalities and workflow are being tested before the official launch.</p>

<p class="wp-block-paragraph">ODA specifies that the data entered by users during the testing period will be used exclusively for verifying the platform&#8217;s functionality. The submitted files will not be evaluated, and no funding will be granted based on them.</p>

<p class="wp-block-paragraph">According to the ODA, through the platform, some of the information necessary for filing applications will be automatically taken from public registers. Thus, the time to complete requests will be reduced, data entry errors will be diminished, and the process of accessing funding will become simpler and faster.</p>

<p class="wp-block-paragraph">Access to a European market of over 870 million consumers, advanced IT infrastructure, and the digitalization of public services were the main advantages presented by the Republic of Moldova to Indian investors, during the first Moldova-India Business Forum, reports IPN.</p>

<p class="wp-block-paragraph">At the forum, the Investment Agency presented the Republic of Moldova as a competitive business destination, highlighting its strategic geographical positioning, low operational costs, attractive tax system, multilingual workforce, and developed IT infrastructure. Moreover, representatives of the institution emphasized that over 79% of public services intended for the business environment are digitalized.</p>

<p class="wp-block-paragraph">The Executive Director of the Investment Agency, Mihai Burunciuc, stated that the first Moldova-India Business Forum reflects the commitment of both states to strengthen economic relations and create new opportunities in the field of trade, investment, and sustainable development.</p>

<p class="wp-block-paragraph">Present at the event, President Maia Sandru, highlighted India&#8217;s progress in the field of technology and innovation, noting that the Republic of Moldova aims to become the most business-friendly country in the region through the digitalization of public services. According to the head of state, during the meeting with her Indian counterpart, the two countries agreed to double trade exchanges in the next two years.</p>

<p class="wp-block-paragraph">The President of India, Droupadi Murmu, stated that her visit to the Republic of Moldova aims to strengthen bilateral relations in the political, economic, and social fields. She said that India seeks a partnership based on trust and credibility and sees significant potential for cooperation in digital services, information technology, and cybersecurity.</p>

<p class="wp-block-paragraph">In turn, the designated Prime Minister, Vasile Tofan, stated that the progress of the Republic of Moldova must be reflected not only in presentations, but also in concrete results for investors. According to him, reforms and modernization must be quickly felt by the business environment, and the Republic of Moldova can become a European development center for Indian companies in the fields of artificial intelligence, software, and cyber security.</p>

<p class="wp-block-paragraph">During the presentation, the main economic data of the country were also highlighted. According to the Investment Agency, service exports reached 2.8 billion euros in 2025, foreign direct investments reached 5.1 billion euros, and 85% of these come from EU countries. Also, the IT sector contributes 7.5% to the gross domestic product, has over 50 thousand specialists, and exports 88% of its services. Among the promoted fields are information technology and business services, the automotive and electronics industry, the processing of agri-food products, the textile industry, the pharmaceutical sector, as well as infrastructure and renewable energy projects.</p>

<p class="wp-block-paragraph">The International Center &#8220;La Strada&#8221; requests that the new Government Program include a distinct priority regarding the development of a safe and trustworthy digital ecosystem. The organization argues that digital safety must be treated as a national strategic priority, essential for digital transformation, economic development and the European path of the Republic of Moldova, reports IPN.</p>

<p class="wp-block-paragraph">The representatives of the organization warn that online fraud, digital violence, sexual exploitation of children online, attacks on personal data, informational manipulation, and the impact of technologies on mental health are generating increasingly higher costs for education, health, justice and social protection systems, and are affecting the population&#8217;s trust in digital services.</p>

<p class="wp-block-paragraph">In this context, &#8220;La Strada&#8221; requests the inclusion in the government program of a chapter dedicated to the development of a safe and trustworthy digital ecosystem. This would include the implementation of European standards regarding digital services, the protection of children and consumers in the online environment, the prevention and combating of online violence and crime, the accountability of digital platforms, the development of digital skills and the strengthening of reporting and support services for victims.</p>

<p class="wp-block-paragraph">At the same time, the organization calls for the adoption, within the next 12 months, of a national program on digital safety and welfare, which will coordinate public policies in the field and align the Republic of Moldova with the standards of the European Union.</p>

<p class="wp-block-paragraph">Another proposal aims at creating a permanent coordination platform among the authorities responsible for digital transformation, education, child protection, public order, justice, health, and electronic communications, and representatives of the academic environment, industry and civil society.</p>

<p class="wp-block-paragraph">The designated Prime Minister, Vasile Tofan, is currently consulting with the business community, civil society, and political parties in order to form the new Government and to assemble the government program, which he is expected to present on July 21st in front of the parliamentarians to request a vote of confidence.</p>

<p class="wp-block-paragraph">Citizens can request online services and permissive documents for civilian firearms, without the need to go to the counter. The e-Arme electronic portal has been updated, and all necessary documents can be uploaded directly into the electronic application, reports IPN.</p>

<p class="wp-block-paragraph">According to the National Public Security Inspectorate, the e-arme.mai.gov.md platform has been modernized to simplify the process of obtaining services and to reduce the time required for filing applications. To use the platform, it is necessary to have an electronic signature. This is mandatory both for authentication in the system and for securely submitting applications.</p>

<p class="wp-block-paragraph">INSP specifies that requests submitted in electronic format are examined within the terms provided by legislation, and permissive documents are issued to individuals who meet the legal requirements.</p>

<p class="wp-block-paragraph">Increasing labor productivity, digitizing public services, and attracting investments are essential elements for the economic development of the Republic of Moldova. The statement belongs to the President of the Chamber of Commerce and Industry, Sergiu Harea, and was made during the <a href="https://www.youtube.com/watch?v=EF_iRMEqhMk">public debate</a> &#8220;Moldova&#8217;s chance for a leap in the economy: will and capabilities&#8221;, organized by the IPN Press Agency. According to Sergiu Harea, the modernization of the economy cannot take place without investments in technology and in the professional training of employees.</p>

<p class="wp-block-paragraph">Sergiu Harea mentioned that digitization contributes to reducing bureaucracy and making the services offered to entrepreneurs more efficient. Also, digitization helps to reduce costs and the time required to obtain documents and permits.</p>

<p class="wp-block-paragraph">&#8220;Digitization is important. When we digitize, the entrepreneur and the central or local authority are not face to face. In digital format, things are simpler, faster, and it&#8217;s cheaper to obtain a permissive act,&#8221; explained the President of the Chamber of Commerce and Industry of the Republic of Moldova.</p>

<p class="wp-block-paragraph">According to him, economic development can occur through investments in modern industrial equipment and in the development of the professional skills of employees.</p>

<p class="wp-block-paragraph">&#8220;Work productivity is important. Having the lowest work productivity in the region, you cannot be competitive. There must be massive investments in industry, in modern equipment. Also, very serious investments are needed in workforce training. In universities, vocational-technical institutions. All these aspects can contribute to attracting investments. Because no one comes to invest in a country that does not have prepared people,&#8221; stated Sergiu Harea.</p>

<p class="wp-block-paragraph">The President of the Chamber of Commerce and Industry also spoke about regional competition for attracting investments, mentioning that the Republic of Moldova must offer the most attractive conditions for investors.</p>

<p class="wp-block-paragraph">&#8220;Deregulation is necessary. Any investor is expected anywhere in the region, because we are not the only ones here. Everyone offers something to attract the investor. On the one hand, we have the war in Ukraine and, on the other hand, we have Romania which is an EU member state. Therefore, we need to find facilities to support the local producer and to attract new investments,&#8221; emphasized the President of the Chamber of Commerce and Industry.</p>

<p class="wp-block-paragraph">The public debate &#8220;Moldova&#8217;s chance for an economic leap: will and capabilities&#8221; is the 351st edition of the &#8220;Developing political culture in public debates&#8221; series. <p class="wp-block-paragraph">The Republic of Moldova is already competitive at the European level in the digital sector, and the success of the IT industry demonstrates that the country can compete with the most efficient economies of the EU. The statement was made by the European Commissioner for Enlargement, Marta Kos, at the &#8220;Moldova Digital Summit 2026&#8221;, reports IPN.</p>

<p class="wp-block-paragraph">According to the official, Moldova has demonstrated in recent years that it can develop a competitive digital sector, capable of offering professional opportunities to young people and contributing to economic growth. She also noted that Moldova Innovation Technology Park has become one of the main engines of this transformation.</p>

<p class="wp-block-paragraph">The European Commissioner for Enlargement mentioned that the IT park in the Republic of Moldova brings together approximately 3,000 companies and over 26,000 specialists, generating an annual turnover of around one billion euros. The European official emphasized that the European Union continues to support the development of innovation and digital infrastructure in the Republic of Moldova.</p>

<p class="wp-block-paragraph">At the same time, Prime Minister Alexandru Munteanu stated that the Republic of Moldova aims not only to join the European Union, but also to contribute to the construction of Europe&#8217;s digital future. He also mentioned that digitalization contributes to increasing transparency, competitiveness, and resilience of the national economy. According to him, the authorities are investing in digital infrastructure and in the development of professional skills to retain talents in the country and to attract investments.</p>

<p class="wp-block-paragraph">In turn, the Minister of Economic Development and Digitalization, Eugeniu Osmochescu, pointed out that digitalization and artificial intelligence will play an increasingly important role in the development of the economy and public administration. According to him, approximately 20% of the population of the Republic of Moldova already uses tools based on artificial intelligence, with most applications being used in the private sector.</p>

<p class="wp-block-paragraph">At the same time, Osmochescu stated that the Republic of Moldova is prepared to provisionally close chapter 10 of the EU accession negotiations in 2026, which targets digital transformation and the information society.</p>
