<p class="wp-block-paragraph">The Spanish government has decided to mobilize the army in Ceuta, the Spanish enclave in Africa, to strengthen the security of the border with Morocco. The measure comes after, according to the Ministry of Interior, approximately 50 thousand migrants have illegally crossed the border, many of them swimming, and at least 34 people have died during the crossing attempts, reports <a href="https://elpais.com/espana/2026-07-31/ultima-hora-de-la-entrada-de-inmigrantes-a-ceuta-en-directo.html">El País</a>, quoted by IPN.</p>

<p class="wp-block-paragraph">The President of the enclave, Juan Jesús Vivas, has requested the declaration of a national state of emergency to manage the influx of migrants, however, the Government in Madrid has rejected the request, stating that it has mobilized all necessary resources. Spanish authorities maintain that Morocco is cooperating to reduce illegal crossings and accelerate the return of individuals who have entered Spanish territory illegally.</p>

<p class="wp-block-paragraph">Spain had previously adopted regularization measures for certain individuals already on its territory. The decision was criticized by the Italian authorities, who warned that this policy could affect the fight against migrant trafficking and mentioned possible restrictions within the Schengen area.</p>

<p class="wp-block-paragraph">The Spanish government has rejected the criticisms and clarified that the regularization of migrants does not imply automatic granting of citizenship or European rights.</p>

<p class="wp-block-paragraph">Protests against the dismissal of the former Ukrainian Defense Minister, Mihailo Fedorov, amid disagreements with the army commander, Oleksandr Sirski, continued on Monday in Kiev. The organizers of the demonstrations gave President Volodymyr Zelenskyy until Friday to reinstate Fedorov and dismiss Sîrski, warning that otherwise, the protests will continue, reports IPN.</p>

<p class="wp-block-paragraph">Volodymyr Zelenskyy stated that one of the reasons for Fedorov&#8217;s dismissal was the vision conflict between him and Oleksandr Sirski regarding the conduct of the war. Fedorov himself had accused Sirski at a press conference of blocking his initiatives and of being unwilling to discuss the issues within the army.</p>

<p class="wp-block-paragraph">On the other hand, Oleksandr Sirski wrote an editorial in the publication &#8220;Militarni&#8221;, in which he expressed surprise to find out that he has a conflict with Mihailo Fedorov, stating that he perceived their relationship as a working one, with difficult subjects and different positions. However, Sirski apologized to Fedorov, in case he offended him, but he made a clear distinction between the responsibilities of the two institutions. According to him, the Ministry of Defense is responsible for supplying the troops, military acquisitions, policy development, and civilian control over the army, while the war strategy remains his responsibility, as the army chief, who answers to the supreme commander, President Volodymyr Zelenskyy.</p>

<p class="wp-block-paragraph">Last week, the Supreme Council voted in the new Government with Serghei Koreţki as Prime Minister. According to the legislation, the ministers of defense and foreign affairs are separately proposed by the president. Zelenskyy nominated the former interim head of the intelligence service, Evgheni Hmara, as the defense minister, replacing Mihailo Fedorov.</p>

<p class="wp-block-paragraph">Following the inauguration of the new Government and the outbreak of protests, the leader in Kiev met with several military commanders and the former defense minister to discuss the situation of the armed forces. According to the Ukrainian press, the army commander, Oleksandr Sirski, is expected to be replaced soon.</p>

<p class="wp-block-paragraph">The Ministry of Defense has ordered additional measures to prevent violations and accidents in military units, following several tragedies that have occurred recently in the National Army. Moreover, Minister Anatolie Nosatii asserts that the activity within the army is based on individual responsibility and strict adherence to regulations, reports IPN.</p>

<p class="wp-block-paragraph">&#8220;Any incident is something very unpleasant and painful for us. We express our condolences to the grieving families who over the years have suffered as a result of these incidents. We do not wish for them and we take maximum measures to prevent them,&#8221; explained the minister during the show &#8220;Point of the Day&#8221; on TVR Moldova.</p>

<p class="wp-block-paragraph">Anatolie Nosatîi stated that adherence to military discipline and regulations is essential in the army&#8217;s activity, which is based on individual responsibility, not on constant surveillance. &#8220;The most important thing is to respect military discipline. But the army is not a prison. No one stands next to the soldier to supervise him. Military activity is based on strict adherence to the regulations and laws of the Republic of Moldova,&#8221; explained the Minister of Defense.</p>

<p class="wp-block-paragraph">&#8220;We conduct training, but we also have unfortunate cases that definitively tarnish our image as an institution. These are the cases that allow our opponents to launch attacks against the institution,&#8221; added Anatolie Nosatii.</p>

<p class="wp-block-paragraph">In January of this year, a soldier of the National Army committed suicide, and in February &#8211; another conscript shot himself with his service weapon. The most recent fatal case occurred at the beginning of May in a military unit in Cahul, after a contract soldier allegedly mishandled a Glock-type pistol, which accidentally discharged. The incident resulted in the death of a 16-year-old teenager and the injury of an 18-year-old soldier.</p>

<p class="wp-block-paragraph">Dozens of email accounts belonging to Romanian soldiers have been hacked by hackers with ties to Russia, according to hotnews.ro. The data, which contains detailed information from over 170 emails from Ukraine, Romania, Bulgaria, Greece and Serbia, was accidentally exposed on the internet by the hackers, reports IPN.</p>

<p class="wp-block-paragraph">The majority of the victims of the cyber attack are prosecutors from Ukraine, but also Romanian military personnel or from other NATO member countries. Email addresses of some military bases in Romania have also been compromised. The cyber attack was discovered by a collective of British and American experts specialized in cyber threats, who identified on a server the logs of hacking operations carried out between September 2024 and March 2026.</p>

<p class="wp-block-paragraph">Last week, the U.S. Federal Bureau of Investigation <a href="https://ipn.md/en/cyber-attack-by-a-gru-group-in-several-western-states-thwarted-by-the-fbi/">announced</a> that, together with intelligence agencies from 15 countries—including the Romanian Intelligence Service—it had disrupted a prolonged cyberattack targeting critical infrastructure in several Western nations. The FBI noted that the attack had been orchestrated since at least 2024 by a group associated with Russia’s Main Intelligence Directorate (GRU).</p>

<p class="wp-block-paragraph">Chisinau is once again calling for the removal of illegal control posts set up in the Security Zone. An official initiative in this regard has been put forward by the delegation of the Republic of Moldova within the framework of the Joint Control Commission, reports IPN.</p>

<p class="wp-block-paragraph">The subject was discussed at the weekly meeting of the Commission. The Moldovan delegation specified that, with the transition to the summer uniform in the National Army of the Republic of Moldova, starting from March 20, the military contingent of the Mixed Peacekeeping Forces fully complies with the rules regarding the wearing of distinctive signs.</p>

<p class="wp-block-paragraph">The authorities in Chisinau have appealed to the representatives of Tiraspol to avoid &#8220;insinuations&#8221; and focus on the real issues on the ground, especially on the elimination of illegal posts, which, according to them, limit the free movement of citizens in the Security Zone.</p>

<p class="wp-block-paragraph">Regarding the access of media representatives to the activities of the Joint Control Commission, the delegation of the Republic of Moldova emphasized that abusive accreditation conditions for journalists from the right bank of the Dniester will not be allowed and that the interference of Transnistrian power structures in this process will not be tolerated.</p>

<p class="wp-block-paragraph">The 41 Moldovan military personnel from the KFOR 24 contingent have officially begun their mission in Kosovo, as part of the international peacekeeping operation, reports IPN.</p>

<p class="wp-block-paragraph">The contingent is made up of professional soldiers, including infantrymen, engineers, and a staff officer, reports the Ministry of Defense.</p>

<p class="wp-block-paragraph">The transfer of authority ceremony took place at the multinational base &#8220;Camp Vilaggio Italia&#8221; in the city of Pech, where the newly arrived peacekeepers took over the duties from the previous contingent, KFOR 23.</p>

<p class="wp-block-paragraph">During the event, Major Ion Badarau handed over the state flag and the leadership of the contingent to Major Ilie Ciobanu, who will lead the Moldovan soldiers for the next six months.</p>

<p class="wp-block-paragraph">This year, the National Army of the Republic of Moldova marks 12 years of participation in the KFOR operation in Kosovo.</p>

<p class="wp-block-paragraph">Even if Moldova cannot currently afford advanced long-range air defense systems, there are technologically and financially accessible solutions, adapted to the national budget. This is stated by the WatchDog expert, Artur Lescu, PhD in History. In his opinion, these options become even more relevant as the main threat is represented by drones, or so-called unmanned aerial vehicles, reports IPN.</p>

<p class="wp-block-paragraph">The expert asserts that the direction towards modernization is also enshrined in the new Military Strategy of the Republic of Moldova, which clearly establishes the need for the development and integration of a modern anti-aircraft system into a functional command and control architecture. Therefore, there is both strategic justification and a doctrinal framework to firmly advance in this direction.</p>

<p class="wp-block-paragraph">&#8220;Investments are not only possible, but indispensable to ensure the real security of the Republic of Moldova. Defense expenditures are, first and foremost, investments &#8211; in the safety of citizens and the well-being of the population. Even for other neutral states like Moldova, it&#8217;s normal to acquire military equipment precisely to deter potential adversaries and protect internal stability,&#8221; explains the doctor in history.</p>

<p class="wp-block-paragraph">Artur Leșcu asserts that the physical security of a country&#8217;s territory is not only a duty of any government, but also a point of attraction for investors, who know that their investments are safe. According to him, the modernization of the army should have long been removed from the list of taboo topics in society, and the basic question should not be &#8220;if&#8221; but &#8220;how?&#8221;.</p>

<p class="wp-block-paragraph">In his opinion, Moldova can no longer ignore the danger of Russian drones that increasingly violate its airspace. Hence, anti-aircraft defense has become a national security necessity &#8211; not for political reasons, but to protect civil infrastructure, physical safety, and the freedom of movement of the population.</p>

<p class="wp-block-paragraph">The engineers of the National Army destroyed 79 explosive objects in November, which had remained in the ground since the Second World War. A total of 15 special missions were carried out in several localities in the country, reports IPN.</p>

<p class="wp-block-paragraph">The interventions took place in villages from the districts of Ștefan Vodă, Ungheni, Anenii Noi, Călărași, Căușeni, Leova, Cimișlia, Florești and Dubăsari. The sappers operated in areas where suspicious objects were discovered during field work or daily activities of the locals.</p>

<p class="wp-block-paragraph">According to the Ministry of Defense, since the beginning of the year, 126 demining missions have been carried out. In total, the military has neutralized 539 explosive objects and 1,761 cartridges. The Ministry points out that these interventions reduce risks for the population and increase the safety of communities in the affected areas.</p>

<p class="wp-block-paragraph">Romania equips the Army with Mistral anti-aircraft missiles, procured from France. The contract was signed by the defense ministries of the two countries, reports IPN.</p>

<p class="wp-block-paragraph">The value of this is 625.5 million euros, excluding VAT, and includes 231 MANPAD Mistral systems, 934 Mistral missiles, training, training ammunition, documentation, a simulator and logistical support, writes <a href="https://www.mediafax.ro/politic/romania-achizitioneaza-rachete-antiaeriene-mistral-din-franta-pentru-625-de-milioane-de-euro-23648638">Mediafax</a>, quoting a press release from the Ministry of National Defense in Bucharest.</p>

<p class="wp-block-paragraph">The transaction is part of the &#8220;European Joint Acquisition of Mistral System&#8221; initiative, coordinated by France, in which Romania participates alongside other European countries, such as Belgium, Cyprus, Estonia, and Hungary.</p>

<p class="wp-block-paragraph">A new reform will be implemented in the military sector in Germany. All 18-year-olds will be officially registered for military service, with men required to complete a mandatory questionnaire on their fitness and readiness to serve the state. And those born from 2008 onwards will be subject to mandatory medical examinations, reports IPN.</p>

<p class="wp-block-paragraph">In addition to the medical examination conducted, young people will complete a questionnaire regarding their abilities and availability to perform military service. The measure provides the Government with an early picture of the recruitment potential.</p>

<p class="wp-block-paragraph">The governing coalition in Germany has agreed on this compromise plan regarding the reorganization of military service, after a political agreement failed last month.</p>

<p class="wp-block-paragraph">If the number of volunteers for military service is too small, the coalition proposes the introduction of a service obligation depending on needs. This measure could be activated through a vote of the Bundestag, in the event of a security situation that requires the urgent supplementation of forces. The bill is expected to be submitted to Parliament for approval by the end of the year. In such a scenario, the Armed Forces would recruit the necessary number of soldiers, and resorting to a &#8220;lottery&#8221; system would be the last solution.</p>

<p class="wp-block-paragraph">To strengthen the voluntary path, the agreement includes new incentives. These provide a monthly salary of 2,600 euros, financial support for obtaining a driving license after a year of service and a special status dedicated to those who choose to stay longer in military service.</p>

<p class="wp-block-paragraph">The agreement sets a goal of increasing the number of active soldiers to at least 255 thousand and no more than 270 thousand. An additional 200 thousand reservists will be registered, in line with Berlin&#8217;s commitments within NATO. Currently, Germany has around 182 thousand active military personnel.</p>
