Public servants admit there are illegal terraces in Chisinau
Economic entities do not have the right to build summer terraces or annexes on sidewalks without an authorization from the competent bodies. But the law is often not respected and the functionaries admit this.
Contacted by Info-Prim Neo, deputy chief architect of Chisinau municipality Nicon Zaporojan said that the construction of annexes on sidewalls has been banned. Some of the economic entities that own terraces that occupy a large part of the public area are in litigation with the local public authorities and the terrace continues to work until the court passes judgment.
Nicon Zaporojan said that those who have terraces on sidewalks signed contracts for the lease of public areas for a period of 1 to 5 years and pay a fixed local tax for that area.
Alexei Turcanu, of the Division of Architecture, Urbanism and Land Relations, said the commercial unit must be taken away if the economic entity extended the facility up to the sidewalk and on it. The State Construction Inspectorate is the authority that must identify such irregularities and inform the local public administration about them. But the municipality cannot impose fines. It can only refuse to extend the lease.
The placement of summer terraces near public eateries is authorized only when there is a land lease contract. In Chisinau, there are 20 terraces located outside commercial units and 37 summer cafes that work legally.
