The National Youth Council of Moldova does not back the Government’s initiative to replace the notion of ‘newly formed family’ with ‘young family’ in the Land Code as they do not refer to the same category of persons. The Council’s secretary general Alex Petrov, in a news conference at IPN, said the supporting of the young people and young families by facilitating the purchase of dwelling must be provided in the plan of action for implementing the 2014-2020 National Youth Strategy.
Alex Petrov stated that the youth strategy now stipulates the necessity of working out a program for providing mortgage to young families, but this objective hasn’t been yet achieved. The stipulation of this action in the plan of the future National Youth Strategy would enable to clearly define the set of necessary measures and the institutions responsible for implementing these measures.
The Council’s secretary general also said that the author of the bill does not justify the imposition of an age limit for distributing free land on which to build homes. “In order to avoid confusion, we recommend clearly describing the categories of families that benefit from this concession, including the young families formed during the last three years, without imposing an age limit,” he added.
Currently, the notion of ‘young family’ is defined as a couple formed by marriage where none of the spouses reached 30. The notion of ‘newly formed family” does not envision an age limit. It refers to couples that married in the recent past.
