The most notable bill proposed by the Democrat Vlad Plahotniuc failed to become a law, recalls sic! project in an article titled “Gone Missing in Unknown Constituencies”.
The proposed legislation, announced in February 2012, envisaged a modified electoral system enabling the election of 50 members of Parliament in uninominal constituencies. “The lawmakers (must) no longer hide behind party lists”, argued Plahotniuc, an MP at the time.
“The initiative failed, and the idea has been strikingly absent from all the four government agendas of all the alliances existing in the last four years. This is despite the fact that its initiator has had an important say in the formation of all those four alliances”, says the article.
The article explains briefly the concept of uninominal voting, some of its advantages, and the potential reasons behind the bill's failure. sic! also remarks that the idea was never revisited despite a 2013 promise by Plahotniuc to do so “sooner or later”.

Launched at the beginning of March, sic! is an IPN project implemented with the financial support of Soros Foundation Moldova.
