WB Mission assessing performance of Moldova’s Regulatory Reform

The Word Bank (WB) Mission for the private sector has assessed the performance of the Regulatory Reform in Moldova and the draft law on amending and completing certain legal acts in compliance with the Law on regulation of the entrepreneurial activity within the framework of Guillotine 2. Minister of Economy and Trade Igor Dodon held a meeting on July 6 with the WB group of experts, headed by Irina Astrakhan. The Mission worked in Chisinau in the period from July 2 to 6. According to a press release issued by the Ministry, the experts were pleased with the progress of the draft on Competitiveness Enhancement in Moldova, which has four components – improvement of the business climate; updating the MSTQ system (Metrology, Standardisation, Testing and Quality); better access for businesses to MSTQ; and better access to financing. The mission also appreciated the progress achieved in implementing the Mechanism for Grants and co-financing designed for the commercial entities willing to acquire ISO or HACCP international quality management certificates, which is planned for 2007-2009. The Grant facility will reimburse 50% of the expenses made by the enterprises for consultancy services in the process of implementing the quality management system. Irina Astrakhan said that as a result of a well-planned publicity strategy, about 150 commercial entities have expressed their willingness to join the programme, with other 55 already set to acquire the certificates.
