Separate collection will become mandatory for at least three types of waste – recyclables (cardboard, metal, plastic), glass and mixed domestic waste. Producers and importers of packaged products will have the obligation to collect packaging waste. This is provided in a draft law that was proposed for public consultations held on a parliamentary platform on Monday, IPN reports.

Grigore Stratulat, secretary of state of the Ministry of Environment, said that there are currently 197 cleanup services. 54 of them are in urban areas, and 143 are in rural areas. In total, 313 localities are covered by public cleanup services. In cities, the coverage rate is 75%, and in villages it is only 15%.

"Significant investments are required in villages. The Government assumed responsibility for financing infrastructure and creating integrated waste management systems, from loans and grants provided by international financial institutions," noted Grigore Stratulat.

The authorities drafted a bill on the public sanitation service, which provides for the creation of regional operators, joint stock companies with full public capital.

Producers and importers of packaged products will have the obligation to collect packaging waste through the public sanitation service. They will be obliged to contact the operators to collect, transport and sort the respective waste.

The draft law also says that the citizens will be obliged to conclude contracts for the provision of the sanitation service or to pay a cleanup tax. In case of non-compliance, the person will be fined.
