The problem of waste management in Moldova is hard to be solved both from organizational and legislative viewpoints. The fact that the waste management is stored directly on soil leads to the pollution of land and underground waters. Over the last several years, the inappropriate management of waste has affected the local communities and contributed to global emissions of gas with greenhouse effect, said the authors of the draft waste management strategy for 2013-2027, IPN reports.
The draft strategy was worked out by the Ministry of the Environment and approved by the Government in April. It is to be yet endorsed by Parliament.
Experts of the Ministry of the Environment said that even if the environment protection area is regulated by about 35 legal acts and over 50 Government decisions, the legal aspect of water management is to be essentially improved. An integral technical and ecological regulation system is needed for the selective collection areas so that the waste is recycled, removed and stored.
According to the Ministry of the Environment, the waste dumps existing in Moldova are not appropriately treated. They are not regularly covered with inert material so as to prevent fires and the spread of unpleasant smells. The collected volumes of waste are not under strict control. The information about the types and quantities of waste is collected and processed in accordance with the standards of the former URSS.
The document also says that 10-25% of the medical waste is dangerous and needs special treatment. As there are no appropriate stoves, this waste is collected together with the household waste or is stored in medical institutions.
By this strategy, the Government will develop a new legal and institutional framework for regulating waste management according to international standards, including different waste flows and waste recycling and removal operations.
