More than 100 persons were transported to the polling place in Cocieri by an ambulance. A number of election runners and relatives of these became involved in the transportation of voters. In a press briefing centering on the situation by 6:30pm, the head of the Local Elections Observation Mission of Promo-LEX Association Pavel Postica said four polling places haven’t been outfitted with safes, the integrity of ballots being thus endangered, IPN reports.
Pavel Postica stated that two polling places in Telenesti and Falesti districts didn’t have electricity for an hour, but the voting process wasn’t affected. There were recorded seven cases of incorrect sealing of ballot boxes, in seven polling places in Floresti, Rezina and Causeni districts. In at least two polling places in Balti, the voters tried to take the ballots out.
The observers reported cases of voting with inappropriate documents. In polling place No. 24 of Hancesti town, three persons came to vote without the loose leaf accompanying the identity card. But they went back home and soon brought the loose leaf and had the stamp ‘voted’ put on it.
At polling place No. 21 in Chisinau, the voter rolls included persons registered at an inexistent address – 40 Independentei St, apartment 0. There were also identified 37 dead persons on the rolls.
In five cases, functionaries campaigned. Persons without the residence in the area of the polling place were allowed to vote there. The administration of the Cahul hospital provided 20 persons living outside the area of the polling place with ballots. In Cotu Morii village of Hancesti district, the observers of election runners saw persons offering by 50 lei and alcoholic beverages near the polling place. In Plopi Stiubei village, a contestant was seen dividing parcels to voters. Money was also offered near polling place No. 8 in Gagauzia, while in Ciutulesti, Floresti, the voters were offered drinks.
In one case, the procedure for voting with the mobile ballot box was violated. In Cotelea, Briceni, members of the polling place went out with the mobile ballot box at 10:30 and returned at 3:30pm. Before returning, they went to the mayor’s office and later established that the seals had been torn away.
In Topala village, the police had to deal with a violent clash that involved about 20 locals. The polling place was closed.
