The Moldovan Parliament’s statement on the withdraw of the Russian troops from the Transnistrian region is purely political in character and does not have legal effects, but is very dangerous from political viewpoint. The statement was nothing else, but a fulfilled task of the government, Socialist MP Vladimir Turcan stated in the public debate “Request to withdraw Russian troops from Moldova’s territory: legality, advantages, risks and dangers” organized by IPN.

The MP noted that those who issued this statement could say that the wish is to swiftly and peacefully resolve the Transnistrian dispute, but everyone understands that this is not true. The resolution of this problem should start not from statements, but with bringing things in order in the country and there are two big problems that need to be dealt with for the dispute to be resolved: the Transnistrians’ low level of confidence in the Moldovan political class and creation of better socioeconomic living conditions on the right bank of the Nistru so that this is attractive to those from Transnistria.

“We should start from here. Regrettably, this problem is now geopolitical in character and everything started after the wave of nationalism expanded. I remember very well what was there in 1989, when the law on the functioning of languages was adopted, and what was there in Moldova near the Parliament Building, when the law was put to the vote. There were slogans and call to union. It started from there and it is out national product. Things evolved and the problem is now at the intersection of geopolitical interests. This is the reality,” stated the Socialist MP.

According to Vladimir Turcan, the solution to the Transnistrian conflict is not at all simple. “The purpose of foreign policy is to create conditions at external level for solving the country’s domestic problems. But such requests as that to withdraw the military forces from the left bank of the Nistru create problems inside the county. Moreover, those who made this statement, as if on purpose, create conditions that will lead to obstacles in the international discussions and in the talks in the ”5+2” format that is recognized by everyone, including the U.S., the EU and OSCE. The attempt to launch discussions at the level of the UN on the issue is nothing else but a provocation and, as a result, the Transnistrian issue, in the best case, will be further frozen,” said the MP.

He noted the government should understand that the people in Transnistria do not trust governments that promote unionist ideas and favor the expansion of NATO, including by creating a NATO office in the country. “The population also does not trust those who stole the US$ 1 billion from the banking system and do not hurry to return it. We should start from bringing things in order in our government and from creating conditions for the people from both sides of the Nistru. If we want the conflict to be settled peacefully, we should convince the people there or they will not understand the steps taken to obtain the pullout of the Russian troops and we will make them to further “conserve” themselves in the so-called republic,” added Vladimir Turcan.
