Not all the residents of Chisinau have determination and patience to go through all the bureaucratic corridors in order to be able to legally initiate construction works in Chisinau, the main architect of the capital city Vladimir Modarca says. The Department of Architecture and Urbanism processes about 20,000 applications each year. The urbanism certificate is issued in at most 20% of the cases. According to him, the majority of those that do not receive the necessary documents from the City Hall are tempted to start illegal constructions. He said that “the applications regarding constructions and designs filed by citizens total up to three kilograms in volume each week”. Vladimir Modarca said that a number of documents needed in the construction and design process must be drown up until the urbanism certificate is issued: schemes, red lines, routes for connections to the engineering networks. This process ends with the approval of the draft general plan, facades, arrangement plans, construction site plans etc.” The Mayor General of Chisinau Dorin Chirtoaca said that the possibility of decentralising the activities of the Department of Architecture and Urbanism is currently under discussion. He stressed the necessity of solving the problems that generate delays in the process of formulating the documentation that the population needs, fact that encourages unauthorised constructions.
