Prime Minister Vlad Filat, the leader of the Liberal Democratic Party, said a Constitution proposed by a political party cannot be passed. According to him, an extensive commission involving representatives of the Council of Europe, approved by the Parliament, should be created, Info-Prim Neo reports.
“It is now premature to speak about the way the existing Constitution will be amended or replaced by a new one. The new Constitution must represent a wide compromise reached by society. It cannot be based on the viewpoint of a party if we want this Constitution to satisfy the present and the future needs of our country,” Vlad Filat told the journalists during an event.
The leader of the PLDM said the composition of the commission to which he referred is different from that of the commission set up earlier by presidential decree. “I mean a commission that should incorporate all the capacities. We will not take part in discussions where the positions are unilateral. We need consensus. Moldova is one of the few countries whose Constitution wasn’t adopted by referendum. That’s why the procedure is complex,” said Vlad Filat.
Asked to comment on the statements made by the Liberal leader Mihai Ghimpu, who said he does not know if he will find support inside the ruling alliance, Vlad Filat said the PLDM will back the proposals based on rationality and the principle of legality. “If the proposals are based on the legislation and rationality, not emotions, they may be supported. When you take trump cards out of the sleeve, you cannot achieve results. We should act calmly and identify solutions responsibly,” he stated.
The parliamentary group of the Liberal Party on September 22 announced that it will submit a new Constitution drafted by the constitutional reform commission to Parliament for examination.
